Brussels council briefe Council interested in interest in composting With recycling week upcoming, Brussels village council plans to start putting a possible composting plan in place for 1991. Donna White, clerk-treasurer asked council’s permission to place an advertisement for Recycling Week in The Citizen and to ask for those interested in getting back­ yard composters to leave their name at the village office. This would give the council some idea of the interest in the program so it can budget for the composters in the 1991 budget she said. She was hoping council might consider $1,000 for a composter program next year, she said. Councillor Bruce Hahn said he was in favour of a community composting program where all compostable garbage would be composted in a central location but he didn’t like the idea of stinky compost piles in individual back­ yards. But Councillor Greg Wilson said his family had a composter and it didn’t smell. “It sure works,’’ he said. Mrs. White said the hope is that groups of neighbours could work together to use one composter thereby reducing the number of composters needed. ***** Councillors approved applying for a Pride grant for the 1991-92 year for $200,000 in improvements in the village. Under the program the province would provide $100,000 while the village would have to come up with the other half of the funds. Council identified sidewalks, street light rewiring and other projects as areas to be undertaken. Reeve Gordon Workman said he had been approached by people saying more trailer park space was needed in Brussels and he wonder­ ed if council should look at Pride money to help develop a park. But Councillor Wilson with the village had just developed one project, the industrial park, and shouldn’t get involved in another development. The village should encourage oth­ ers to develop the park but not get involved itself, he said. ***** Brussels firemen continue to have that sinking feeling when it comes to their trucks. Problems with the floors in the fire hall have seen the floor sink 10-12 inches, Fire Chief Howard Bernard told council. He speculated the cement floor might have been poured over wood which has since rotted out, undermining the floor. Fireman had earlier dug out another part of the floor and refilled it with gravel and council approved doing the same for the latest problem areas. Meanwhile the department and council continue to dream about the day they'll have a new fire hall. Chief Bernard presented a rough sketch of a proposal for a 40 by 50 foot building. Mrs. White said so far she had struck out in trying to find grants that might help get the building constructed. ***** Gerti Kellington and Sheila Cou­ sins appeared before council asking that council consider putting money it its 1991 budget to pave Burgess St. in the village’s east end. Councillors promised to con­ sider the request when it comes time to design a road program. ***** Donations of $500 to the Brussels Horticultural Society and $350 for the Brussels Santa Claus Parade committee were approved for pay­ ment. Council will ask the Huron County Health Unit not to issue any permits for septic tanks for lots on James St. near the arena. Mrs. White explained to council that the Health Unit doesn’t bleieve in issuing permits for septic tanks when sewer service is available but when lots aren’t directly serviced by the sewer and council hasn’t issued a request, the Health Unit has to grant the permits. Mrs. White said it makes sense for the landowners in the area to agree to jointly pay for the sewer to be installed and the village do the work to make sure it meets village standards.***** Tender for snowplowing village streets was awarded to Bauer Farm and Garden at a rate of $45.50 per hour plus $20 per day standby. The bid beat out one from McKercher Construction at $55 an hour and $50 a day standby.***** Don Crawford was appointed to the Brussels, Morris and Grey Community Centre Board replacing Max Demaray who resigned. Donna White, Brussels clerk­ treasurer, told council of the changes saying that under the building code the chief building inspector should be playing a bigger part in the issuing of permits. From now one, she said, permits will be read out to council for councillors’ information but Mr. MacDonald, in consultation with the Public Utilities Commission which will inform him if the required services are available, will’; approve the permits. Councillor Bruce Hahn dis­ agreed with the process claiming that since the chief building official is hired by the village, he doesn’t have the authority to issue the permits and council should do the issuing. Mrs. White said however, that under the building code, only the chief building official has the authority to issue the permits. Reeve Gordon Workman said he didn’t like the set-up either and felt the village should have a say in what permits were approved but after attending seminars recently it was obvious that wasn’t the way things worked. Mrs. White said that she’ll keep council informed of all building permits but she refused to sign any more on behalf of the village when she wasn’t the person with the knowledge to do the signing and as a responsible person, she didn’t feel council should be signing the permits either.
