John McKinnon, manager of Huron County Social Service De­ partment told Huron County Coun­ cil Thursday that by the end of August roughly 80 per cent of his department’s budget for the year had already been used up with a third of the year left to go. The good news was that Huron was the second lowest municipality in Ontario as far as the number of people on welfare, he said. “It’s completely out of our control with the way the economy is going and the number of people unemployed,” he said. His monthly report showed a 43 per cent increase in the number of cases and an increase of 51 per cent in the number of people receiving assistance at the end of August. f——W— ■ ! After some debate Huron County Council Thursday adopted a new convention policy that allows flexi­ bility for councillors to attend convention of their choice. The new policy was drawn following a controversy at September meeting when a trip to Victoria, B.C. to attend the Indus­ trial Development Association of Canada Conference for four counc- cillors on the committee was first turned down by the whole council, then reinstated when McKillop Reeve Marie Hickneli pointed out members had already bought their air fares. The policy entitles each member of council to attend one convention of his or her choice each year. Exeter Reeve Bill Mickle was concerned about the wording of the clause saying in the past council­ lors have generally gone to a convention chosen by their commit­ tee. The new policy left it open to a councillor not to go to the conven­ tion of the committee he sits on but to go to some other convention instead. It might mean the council­ lor wasn’t doing his duty to his committee by getting as much information on the work of the committee “We have committee he said. He was Fuller, deputy-reeve of Exeter who pointed out that since the new policy was brought in because the Agriculture and Property Commit­ tee did not have a convention that naturally fell within its area of responsibility, a convention should be designated for that committee and the policy should be tightened up. But Goderich Deputy-reeve John Doherty said he couldn’t agree with the criticism of the policy. It is important that every councillor set his or her own priorities as to which convention to attend, he said. Working people can’t alway get time off to attend the convention that would normally be the one for their committee to attend, he said. Blyth Reeve Albert Wasson agreed that the flexibility was needed.
