Mr. Newman noted that it is operated by three councils, not one, and asked whether he could have been notified before council took action. “I didn’t know anything about the plans until I heard the work was going to start,” Reeve Workman said. “But, if you want to know who stopped the work, it was me.” He explained that he had met the contractor after discovering what was being done and informed him not to go ahead until he had received the okay from Brussels council. Morris Reeve, Doug Fraser, however, felt that the decision should be the rec. board’s. “I think when we came up with the arena board we felt they should look after it. That’s why we put them there. Was there some reason? Did Brussels have a reason to stop it, Gord,” he inquired of Reeve Workman. “I think we need a point of clarification here,” Reeve Work­ man said. The rec. board was not elected, they were appointed. I don’t think there is any need to expand the parking lot. If people would use it like they are supposed to use it, there is plenty of space/’ “Perhaps if the agreement does­ n’t spell these things out clearly, we should take a closer look at it,” Grey Township Reeve Leona Arm­ strong suggested. “But I don’t remember having any problem with this project when it was brought to our Council.” “My question still concerns the clause in the agreement,” Mr. Newman said. “If one council can veto a decision of the board, how will I keep members on the board. These people are volunteers, giv­ ing up their time to serve on this committee. Why bother if someone can step in. Show me in the agreement where Brussels had the right to veto the work.” Brussels Councillor Bruce Hahn said he didn’t feel that it was a question of the board’s authority as much as it was a question of whether or not this was their jurisdiction. “The rec. board does­ n’t own the land.” “We don’t own the building either,” Mr. Newman reminded. “If the land is actually under the jurisdiction of the rec. board, then I have no qualms about whom the decision rests with,” Mr. Hahn said, “But, if it’s under the village, these things cost money to put through. Morris Councillor Clem McLellan also noted that the liquor board says no cars should be parked at the east end of the arena, yet they always are. “What I want to know is what we, as a board are allowed to do,” said Mr. Newman. “If one council can stop us without even contacting us, what’s the point?” “You were only vetoed on that one thing,” Reeve Workman said. “You can do anything here, except when it comes to that land.” Mr. Newman said, “No one pays taxes on municipal land. It was bought and paid for by the three municipalities and handed to the rec. board. I don’t feel under those conditions that Brussels had any right to overturn our decision. Unless all three councils feel we should not extend the parking lot, I see no reason for the board not to go ahead with it. Otherwise it doesn’t give the board any viabil­ ity-” “What difference does it make to Grey and Morris if you blacktop,” Reeve Workman asked to which Mr. Newman responded by again mentioning the 52 per cent, the combined townships are respon­ sible for. “Councillor Stretton was here the night we looked at the parking lot,” he said, “but, she left before we voted. No one else voted against it. This wasn’t decided by only three or four people.” Brussels Councillor Dave Hast­ ings said, “It was my understand­ ing that as our representative to the board, Mary, attends to say what she thinks.” Bert Elliott, councillor of Morris added he thinks it should be up to the board. “Either that or I can’t see that one municipality can stop it.” Councillor Greg Wilson noted that Brussels Council did not vote on this issue, but only planned to hold the project until they could discuss it at this meeting. It was mentioned that both Grey and Morris Council had discussed the project at regular meetings. “I heard about the work being stopped when I was in at McDon­ ald’s Buildall Mr Newman said. “I never got a damn phone call from anyone. A little common courtesy or communication would have been better, but that’s typical coming out of Brussels council.” Reeve Workman stood up and said, “I’m not in favour of doing this. That’s all I’ll say. Do what you God damn like!” he added before walking out. Grey Councillor Robin Dunbar said that he felt it was the feeling of most of the elected representatives that the rec. board has the approval and right to carry out the project and can not be vetoed by one council. Mr. Hahn said that he thought the agreement between the three municipalities was an excellent one. “I can’t speak for the others. My personal feelings are that it is not a good place for parking, but, if the board decides to go ahead they do have the right.” Mr. Wilson inquired as to the cost of the project, as the board cannot spend over $2,000 without bringing it to a vote from the townships. Mr. Newman said to get the parking area ready will cost $300 and the ‘A’ gravel will be applied in the fall. The total is estimated between $1500 to $2,000. Mr. Newman asked for a vote to show whether those present felt the board had acted within its boundar­ ies. “I’m willing to wait and rediscuss this project, but, I really want to discuss our boundaries within this agreement tonight.
