Blyth to host CBC Radio June 22 Village council agreed to the use of Memorial Hall by CBC Radio’s “Ontario Morning’’ for a broadcast Friday, June 22 as part of the Rutabaga Festival. The decision was brought to council because of the hours the broadcast will take place from 6 to 9 a.m. The broadcast will be outside and there will be speakers for people attending which may spread ' sound to nearby homes. The 5ioadcast will spread publicity about the Rutabaga Festival across Ontario and local people will be interviewed about the Festival and its activities.***** The council agreed to send out copies of a brochure provided by the Huron County Board of Educa- tion that explains increased educa­ tion costs, pointing out much of it is due to cutbacks in provincial grants at the same time the province is increasing costs through added programs and things such as pay equity legislation. s|c Me sfc sfc He Council delayed, until more councillors are present, a vote on a resolution from the Township of Morris regarding provincial government support for recreation costs. Councillors Steve Sparling and Ken Brown were both absent. Both are members of the village recreation committee. The Morris resolution points out that the province has given the same funding for recreation since 1986: $6,000. However, council still must come to an agreement with Blyth Centre for the Arts as to how much space it will get for the library. When the theatre decided to build a new box said he wanted to support a neighbouring township but he was not in favour of increase in provin­ cial spending on recreation. “The timing’s all wrong’’ he said, at a time when government’s are trying to cut back. “Recreation is sort of a sore subject because if you can’t afford to pay, you shouldn’t play,” said Councillor Dave Lee. Helen Grubb, village clerk-trea­ surer pointed out the village spent $8,700 on recreation last yaer without even including the money spent on the Blyth and District Community Centre and Blyth Memorial Hall.***** Norene Gnay appeared before council to provide her annual report as the joint representative from Blyth and East Wawanosh on the Wingham and District Hospital Board. Blyth provides about two per cent of admissions at the hospital and 2.3 per cent of emergency cases. Wingham rates are $266 a day and an emergency visit costs $50.50, she said. Did you know that Blyth’s late Russ Dougherty invented the first precision Rutabaga seeding machine which eliminated a tre­ mendous amount of back-breaking hand labour and saved many dollars per acre for expensive seed. Hundreds of copies of this machine, patented in 1951, are still in use today. At the turn of the century, with a drill, seeds were placed close together into the ground. Later unwanted seedlings were pulled out by hand. They were useless. What a waste! Russ Dougherty’s machine places the seeds evenly at whatever spacing is desired. (The Ontario Ministry of Agriculture and Food says the ideal spacing for ruta­ bagas is one seed every 15 cm.). If council buys a new tractor before the old one is totally worn out it can have two tractors but if it waits too long it will just have a piece of junk, he said. Council agreed to look at reallo­ cating money from other reserve funds and increasing its tax rate by an additional one percent to the tax increase to put an additional $11,000 into a reserve for the purchase of public works equip­ ment, in addition to the $6,000 originally set aside. Included in the budget will be provisions to renovating what is r ~'V the box office and art gallery of Memorial Hall into space for the Blyth Library Branch. In addi­ tion to the $12,000 provided for those changes, council also plans to allocate $15,000 to the renovation of the old library to provide office space to the village staff. office and art gallery to the south of Memorial Hall, it volunteered the space in the north wing. However, there is some disagreement as to how much space was offered. One room the Festival had planned on keeping for stage management offices but the village had under­ stood it was offered and the Huron County Library insists the space is needed to give Blyth an adequate library space. The council agreed to seek a meeting with the Festival over the ,space requirements of the library. Earlier the village and Festival had met to conclude a joint use agree­ ment for the new portion of Memorial Hall between the Festi­ val’s administration building and the theatre. The agreement, which is now before lawyers for the two parties, provides the cost sharing of operational expenses for the new addition.
