Funding cut hurts MVCA’s pollution studies, clean up The Ministry of the Environment (MOE) has cut funding for Mait­ land Valley Conservation Author­ ity’s (MVCA) rural waste manage­ ment activities by 50 per cent for 1990. The cuts will make it difficult for the MVCA to continue with activities aimed at reducing water pollution in the Maitland River this year, officials say. The MOE began funding these activities in 1986. With this funding extensive water sampling and sur­ vey work has been completed to determine sources of bacterial pol­ lution. In addition, technical assis­ tance has been provided to land­ owners to help clean up pollution problems. Bacterial water pollution is a serious problem in the Maitland River watershed. In 1989 a major study of local pollution sources was completed. The study identified the most common sources of bacterial pollution. These included faulty septic systems, cattle access to watercourses and poor manure spreading practices. A report outlining the results of the pollution study is being sent to the 500 landowners who were contacted by MVCA staff over the past four years. Anyone wishing a copy of this report can receive one by contacting the Maitland Valley Conservation Authority office at (519) 335-3557. “With this study complete the work of cleaning up the pollution sources was just beginning,” notes Ken Westman, MVCA General Manager. “Unfortunately the MOE chose this time to reduce their commitment to this important activity.” The MOE’s decision to cut funding came in March, after the MVCA’s budget for the year had been set. To maintain the previous year’s activities the MVCA would have to fund half the cost, 520,000 in 1990. “The Conservation Authority could not work the extra cost into the budget without more advanced notice,’’ said Marlene Shiell, MVCA Secretary Treasurer. “In the fall of 1989 MOE asked the MVCA to consider funding part of the cost of this program. The Conservation Authority agreed, but we still had no idea of the level of cost sharing they expected.” The MOE provided a 100 per cent grant for one staff member and support costs for their activi­ ties in 1989. The MVCA provided administration, office space and other technical staff support. At the present time the MVCA is considering ways of maintaining rural waste management activities in 1990.
