He would, he said, rather see the reserve money spent on items such as school additions but, felt comfor­ table with the cuts. Mrs. Van den Broeck pointed out that the board used a substantial amount of the reserves last year which enabled them to end up fiscally in good condition. ‘‘But, how much more can we squeeze from the reserves?” she asked. “It’s like using Chargex to buy groceries. I can’t see the wisdom”. Trustee Don McDonald said, that as he was aware, the decision to build the portables last year at several county schools was what gave them the over-levy last year. “These decisions were made after the budget was approved and I hope this year we have these things ironed out so we should be able to finish with a balanced budget,” he stated. Trustee Jim Chapman said he didn’t like the idea of cutting reserves but he was optimistic about the future. “I’m looking to the provincial government and ourselves to improve spending. I think there will be compensatory steps to help us out,” he said. Also among the cuts was $61,000 from the elementary panel for teacher payroll costs and $79,000 from the secondary plan. The board was assured by Mr. Allan that this would in no way decrease the teacher complement for 1990. Other cuts made were a combin­ ed total of $100,000 from the elementary and secondary reserves for working funds and $149,304 from reserves for gratuities in the secondary panel and $103,650 from the elementary panel. School addi­ tions will not proceed at this time at Hensail and Exeter. The science lab reconstruction at Goderich District Collegiate Insti­ tute will be slowed so that an additional $150,000 will be deferr­ ed to next year and furniture allocations at both the elementary and secondary panels were reduced by $60,000 and $65,000 respective­ ly- There were no cuts made to the teaching complement for special education and plans to hire compu­ ter technicians will continue. No cuts were made in the amounts allocated for programmed mainte­ nance. The budget passed 11-4. Following the board’s approval Mr. Allan warned the trustees that the budget as approved is going to take an enormous amount of com­ mitment. “The task is not finished. We are going to have to reflect on our work. Mr. McQuail suggested that the trustees should take a look at what they could do to cut their expenses. Mr. Allan stated that this board’s problems have been the same as other boards “I prefer to place the impact not in terms of per cent but on cost per student.
