Morris discusses calcium chloride complaints A discussion was held at the April 3 meeting of Morris Town­ ship Council regarding the peti­ tions they had received from rate­ payers requesting that additional chloride be applied to township roads. Councillor Bert Elliott stated that he had been contacted by a ratepayer who said that the chlor­ ide was not the problem the last two years, as much as it was the quality of the gravel applied to the roads. It was mentioned by Councillor Clem McLellan that he had dis­ cussed the additional application with ratepayers and none were in favour of a tax increase to pay for the second application. Council members were given a copy of the letter sent to ratepayers in response to the petition. A grant of $200 was given to the Belgrave, Blyth and Brussels School Fair Board to be mailed in September. Council also gave a grant of $100 to the Huron Plowmen’s Associa­ tion to be mailed in August. A motion was made authorizing the Canadian Foundation of Ileitis and Colitis to sell raffle tickets within the township. Dave Reed of Frank Cowan Insurance Co. and area agents Keith Mulvey and Doug Sholdice were in attendance to present Council with the insurance propo­ sal for this year, which they reviewed. After some discussion a resolu­ tion was passed accepting the proposal in the amount of $10,627 less the premium for the buildings at Lot 15, Cone 6., which has been sold. The agents advised Council concerning a letter from Wingham Golf Club regarding the issue of proposed guard rails along the drive. They suggested to Council that it should be determined that the property where the rails are to be installed is owned by the township as they have no liability on private land. Mr. Elliott noted that logs are being removed from a field on Cone. 8 causine a dangerous road situation and suggested that Road Superintendent Lloyd Michie in­ spect the matter. Council concurred with a resolu­ tion from Rochester Township con­ cerning the need for improved health systems in Ontario for necessary operations. Councillor Wayne Riley declared a pecuniary interest in regards to a building permit application for him. It was agreed that the letter of explanation from Wayne and Karen Riley of Lot 30, Cone. 7, to allow a building permit to be issued for a residence to be erected on that property, a 48.7 acre parcel in agricultural 1 zoning, be accepted since the landowners plan to share crop or farm the farmland. The building permit was issued and Mr. Riley returned to the meeting. Other building permits were issued to: Heinz Schedler, north half Lot 16, Cone. 5, residence; Charles and Helena Kreiger, com­ er of McCrae and Hamilton Streets, Belgrave, residence, subject to final purchase of property and to the change of blue print to allow the proper distance for set back from McCrae St.; Stanley Jones, 34 Jane St., Belgrave, residence, sub­ ject to septic tank permit; Roy Sidder, Bodmin Ltd., Lot 5, Cone. 4, sugar shack addition. A notice of decision for sever­ ance was presented to Council for Monoway Farms, Lot 13, Cone. 6 and George Blake, Lot 30, Cone. 9. Building Official Leo Sanders was presented with a copy of the condition for the Blake application and he will inspect the residence when requested by the owner. A discussion was held concern­ ing Queen’s Hotel in Belgrave and it was decided that a letter be mailed to the owners advising them that within seven days they erect a snow fence around the open exca­ vation areas and access to building to restrict children from entering the property, due to the fact that citizens have expressed concern with the safety of the building. It was agreed that should a fence not have been erected by April 11, the township would erect one at the expense of the owner. Council donated pins, a spoon and a pen for the Junior Farmers for a fundraising auction. Council received notification that Mr. John Kruger has been ap­ pointed as the new chairman of the Ontario Municipal Board. A recreation agreement with Wingham was authorized for sign­ ing by Clerk Nancy Michie. Council authorized the rental of the farmland at Lot 15, Cone. 5 to Bob Higgins of RR 5, Brussels for 1990 and 1991, for $200 per year and maintenance of the property. A resolution approved by Council requesting that the province con­ sider increasing recreation grant funds to the municipalities is to be distributed to other municipalities in the county and forwarded to the province for their consideration. The tile drain loan application of Glen and Marianne Warwick was approved subject to availability of funds for Lot 34, 35, Cone. 1. The quote submitted by Pollard Highway Products for calcium chloride at a price of $226.96 per flake equivalent Imperial ton was accepted. Payment of the March County Levy for 1990 was authorized as the interest (14% % at that time) is less at the bank to borrow than the County’s rate of 15 per cent for late payments. Payment amount is $46,218.75. Mr. Michie discussed the idea of a storm sewer for the east end of Jane St., in Belgrave and Council stated that if the landowners petition for the sewer, then it will be considered. The road accounts in the amount of $16,157.62 were authorized for payment as were the general accounts in the amount of $61,019.04. A grant of $2,800 was given to the Morris Recreation Committee. At a recreation meeting held on April 4 the committee decided to donate $2,850 to the Brussels, Morris and Grey Community Cen­ tre Board as the first installment of the 1990 levy.
