At the afternoon session presided over by Chas. Scott, Auburn, president, Rev. C. .W. DeWitt Cousins of Tor- onto, gave the address "Church Schools Reach Out." The meeting div- ided into discussion groups, Supper was served by the ladies of Londes- bon) W.A. Rev. C. J. Scott Presided over the evening session. Mr. Pearson, Clinton, favored with a violin solo. Rev. Cousins' evening address was "Eduea- Lion by Accident". Mrs. Emmerson Roger, Auburn sang a solo. The film "And Now I See" was presented. A question was asked in the House of Commons on Tuesday of last week concerning these family bibles by Mrs. Ellen Fairclugh of Hamilton West and the following is reprinted from Hansard of that day: OLD AGE SECURITY Acceptance of Age Records Con- tained in Family Bibles. On the or- ders of the day: Mrs. Ellen L. Fairclugh: "I should like to direct a question to the Minister of National Health and Welfare.. Is the minister aware • ! that applications coming in for old age security payments, and which are supported by notarial copies of records in family bibles and the like, are being refused on the ground that these are not original copies? If so, is this action in accordance with the wishes of this Department? Hon. Paul Martin (Minister of National Health and Welfare) : The minister is aware of that fact. I think my Hon. friend will apprec- iate that there is no question of the integrity of any solicitor involved where there is refusal to accept an affidavit as presented. The difficul- ty is that the old age pension se- curity measure which will shortly be introduced will represent the de- cision of this parliament to spend • a great deal of the public money in respect- of old age security. The po- tential amount per individual may • he as high as $5,000. That • means that the greatest care must be taken in ascertaining, that the ap- plicant is entitled to benefit under • the act. We are of the opinion, in the light of our administrative ex- perience, that the decision as to the • age of a particular applicant, cov- ered by any particular document, must be a decision by the respon- sible representatives of the govern- ment. Obvious there is a difference in the care and the standards that will he employed, and I think that when we -come to discuss the bill I shall be able to demonstrate to my lion. friend the importance of this step. I have had some letters from solicitors regarding the mat- ter., and I might say, as a solicitor myself, that I would be the last to impugn their integrity, Mrs. Fairclough. I am afraid that does not answer rny question in a way that would indicate what the desire of the department is, If one . follows closely what the minister has just said, all these people over Old Age Pension Will Accommodate Semi-invalid or Bed Patients. Mr. Macdonnell (Greenwood): Is the minister aware that there are going to be plenty of cases I should I think many thousands where, unless there is a certain amount of com- mon sense added -to highly technical rules, there is going to be a great deal of injustice done? Mr. Martin: I may assure my hon. ; friend we will eexercise the greatest a onsicsieusnst of common sense that we p Mrs. Fairclough: If that is the wered anything. Mrs. Fairclough; is that is the case, then will the department ac- cept the actual family bibles them- selves as evidence, and does the minister want his department full of 20 pound bibles? Mr. Martin: I certainly will accept a bible. We are receiving thousands of bibles, and not only do we accept them and look at them but we re- turn them expeditiously, Mr. Croll: I should like to ask the Minister of National Health and Welfare whether, in accepting these bibles, he accepts the old testament? Mr. Martin: Mr, Speaker, the Min- ister of National Health and Wel- fare will accept any record which clearly indicates the birth and the evidence of the birth of the appli- cant, The old testament as well as the new, certainly would be in that category.
