HELP DISABLED
Full endorsement of the
International Year of
Disabled Persons (IYDP) by
the Ontario Government and
a budget allocation of $12
million to establish new
programs for disabled
persons was announced by
the Ontario Governemtnt.
Social Development
Secretary Margaret Birch
highlighted some of the
May the winds of heaven blow -commitments already made
by Ontario to enhance the
quality of life of disabled
persons and indicated future
announcements would be
made as program approvals
are received.
Birch said the province
fully endorsed the Inter-
national Year declared by
the United Nations and
supported the goal of
disabled persons' full and
equal participation in
community life. '
As she pointed out, many
programs have already been
developed for IYDP, within
regular ministry allocations.
The' new funding of $12
million will allow the
Government, to initiate some
additional programs during
IYDP, also identified as a
high priority by disabled
people in the community.
She said: the primary
problem facing us all was
attitude and a program of
public awareness will be
mounted to overcome
barriers in this area.

Birch pointed out govern-
ment will do many things but
will not solve all the
problems. "I know
municipal governments,
churches, fraternal
organizations and in-
dividuals will respond en-
thusiastically in the year
ahead to develop initiatives
of their own".
The International Year
was proclaimed by the
United Nations for 1981 to
promote the enjoyment by
disabled persons of the same
rights and opportunities
which are available to other
persons in society. •
It is estimated that ap-
proximately one person in
ten has a disability and that
there are 800,000 disabled
citizens in Ontario. With
another 15 per cent directly
affected as family members,
it means that 1.8 million
Ontario residents are
directly involved.
Detailed announcements
of various initiatives will be
made by the ministers
concerned in the coming
months.

Wingliam and CFOS in Owen
Sound decided to combine
marketing strategies, they
created Ontario West Cen-
tral to define their unique
audierw. Ontario West Cen-
tral is the noun ties of Huron,
Bruce, Grey, and parts of
Perth, Wellington, Waterloo
and Du fferin
Promoting this new con-
cept proved to be a major
challenge, The stations
decided on a brochure and
produced their story in a
booklet titled "The
Cumulative Market".
Clever use of design,
graphics and die-cut, coupl-
ed with a powerful and con-
vincing sales message have
earned the stations a special
award from the Printing In-
dustries of America, Inc.
"Acceptance of our
brochure, and the story it
tells, have been very good",
says CKNX sales manager
Jack Gillespie. "We are
proud to be honoured with
this award and also pleased
to be able topointout that the
brochure was produced for
us in Huron County. It helps
prove our point that O.W.C.
is a complete market with
all the features of most.ur-
ban centres in Ontario,"
The brochure was produc-
ed by Agripress Canada Ltd.
in Hensall.
In addition to a convincing
sales message for the radio
stations, the brochure is fill-
ed with enlightening facts
and figures about the area
which would interest even
long-time residents.
