Provincial legislation has
been prepared which would
override bylaws passed by
some municipalities to ban
dumping of industrial wastes
within their boundaries, or
so it appears.
The Deputy Minister of the
Environment has confirmed
that such legislation has
been drafted but is viewed as
a contingency for an
emergency situation, which
would only be considered ,if,
for example, the Canadian-
U.S. border was closed to the
export of wastes, all landfill
sites and treatment plants
were closed by municipal
bylaws and the province
faced massive illegal
dumping of wastes.
New legislation has been
introduced covering X-Ray
safety, registration of
equipment and standards for
X-Ray operators. The
Healing Arts Radiation
Protection Act, introduced
for first reading by the
Minister of Health, Dennis
Timbrell, establishes a five
member radiation-protec-
tion commission whose
responsibility will be to
develop an X-Ray safety
code, approve safety courses
for X-Ray operators and act
as an adviser to the Minister.,
This prbposed legislation,
which follows recom-
mendations made earlier
this year by an advisory
committee on radiology; will
replace existing legislation
covering X-Ray safety,
which is designed, primarily
to protect X-Ray workers.
Striking hospital residents
and interns voted to return to
work after their goal of
permanent arbitrataion in
future disputes over wages
and all working conditions,
except hours of work.
The agreement to end the
six day strike came after a 19
hour session 'between
negotiatiors for the Pro-
fessional Association of
Interns and Residents and
the Ontario Council of
Administrators of Teaching
Hospitals.
There have been a number
of interesting 'developments
in the discussion of the Select
Committee on Plant Closing
and Employee Adjustment.
Mr. . Frank Drea, the
Minister of Consumer and
Commercial Relations told
the Committee that the
Government wants changes
to pension laws enacted by
the endof the year to protect
employees laid off by plant
closings. Key problems are
underfunded private pension
plans and employees who
are close to early retirement
who can't get benefits when
a company folds.
The Minister said he hoped
to bring in amendments to
the Pension Benefits Act, in
time to be passed before the
end of the current session - in
mid-December.
Changes to the pension law
are part of a five point
program to deal with plant
closings announced by the
government last month.
When the Minister of
Labour, Dr. Robert Elgie,
announced the program, he
said that pension law
changes would, for example,
permit a worker of long
service to get his fullpension
benefits when he reaches
early retirement age, even
though his company has
closed and the pension plan
has been terminated.
Another change would
create a governement-
administered fund to
guarantee pension rights in
thoae cases where ter-
minated plans were not'fully
funded. The Minister of
Consumer and Commercial
Relations said he didn't
know whether this fund
would cover all the private
pension plans in Ontario.

Royal Commission report on

Relations has stated that if
the changes are successful,
they could remain, unless a
total revamping of pension
laws is recommended by the
Royal Commission.
The number of Ontario
workers on indefinite layoff
has almost doubled 'in the
first nine months of 1980,
compared to, the the same
period last year. Dr, Elgie,
the Minister of Labour,
blames the auto industry
slump for the big increase.

Bennett overrode the
Escarpment Commission
and gave approval to a
proposal by Cantrakon Ltd.
to build a conference centre-
hotel within the most sen-
sitive zone of the Niagara
Escarpment.
This sparked off vehement
opposition at Queen's Park
and a move by the Liberal
Party to reduce the
Minister's salary to $1,00.
Amidst pressure from the
'Opposition Parties, area
ratepayers, environment-
alists, and naturalists,
Cantrakon Ltd. decided on
an alternative site.
A similar dispute has now

proposal in the Beaver
Valley area of the Niagara
Escarpment. In question is a
proposal for a 300 acre resort ,
and residential development
consisting of 46 single-family'
detached houses and a hotel
of 40 to 50 rooms in
Euphrasia Township of Grey
County.,
This project, call the
Epping Commons
Development, is being
proposed by Cambray
Investments and Maxtone
Holdings Ltd. The Niagara
Escarpment Commission
refused to issue a develop-
ment permit for the proposal
and, in an appeal, the
hearing , officer upheld the
commission's recommen-
dation and refused the
permit.
According to the Minister
of Housing, Mr. Claude
Bennett, the township asked
for an amendment to the
official plan which would, in
effect, allow the develop-
ment.
