It will be the end of
November before Exeter
council receive a
preliminary report regar-
ding the expansion of the
local sewage lagoon treat-
ment works, a project that is
expected to be one of the
major ones facing the new
council.
At last week's
ratepayers' meeting,
several members of council
suggested it will be the most '
important question facing ,-
the newly elected members
as it will determine the
future growth potential of
the community. At the pre-
sent, the ministry of housing
has placed a freeze on any
new subdivisions in Exeter
because the existing sewage
lagoon is at capacity.
In a letter to council, con-
sulting engineer S.D. Ross of •-
B.M. Ross & Associates,
said the firm's efforts on the
report have not been exten-
sive and he apologized for
not keeping council better
informed of the lack of
progress.
He indicated that much of
their efforts have been con-
centrated on establishing
how the ministry of the en-
vironment policies will be
applied, noting that the
guidelines are still fairly re-
cent and there is some con-
fusion in the ministry con-
cerning the application of
some requirements for the
degree of effluent treatment
envisioned for the Exeter
treatement plant.
However, he said they
were now proceeding at full
speed on the study and hope
to be able to submit it by the
end of the month.
"That sums up what we
thought," commented Coun-
cillor Ted Wright, "the
ministry don't know what
they want us to do."

advised there may be
another alternative to the
local situation other than
those already presented and
while he said it would "cost
a lot of money" it may
provide a more final solu-
tion.
Wright said the question of
the lagoon treatment plant
will be the most important
facing council in the year
ahead and said it will be a
costly decision. "There will
be many reports before
there will be a decision,
because it must be the right
decision." he concluded.

Exeter council this Week
turned down a request from
the Ontario Hunaane Society
to contribute one cent per
taxpayer for a research
program they plan to un-
dertake to produce a
sterilization agent for cats
and dogs.
The sterilization agent, it
suggests, would be cheaper
than spaying or neutering
animals and would reduce
the number of unwanted
pets.
The Society is attempting
to raise $300,000 for the
project and note that one
cent per population in
Ontario would meet that
goal,
However, they'll come up
at least $36.68 short in view
of Exeter's refusal to sup-
port the plan.
A motion to call tenders for
the supply of fuel oil was
approved, MMonday, but
Councillor Jay Campbell
suggested the new council
should take a look at swit-
ching some of the town's oil
burners to natural gas.
He said later in the
meeting he was pleased that
the new federal budget has
decreased the percentage on
which gas is pegged to the
price of oil.
He said that many have
been a result of appeals from
municipalities, such as.
Exeter, who this year have
opposed several rate in-
crease requests from Union
Gas during which time
Campbell questioned
pegging the price of gas to
oil.
