During.a noisy exchange in
the Legislature, Premier
Davis clashed with
Opposition Leader Stuart
Smith about Ontario. Hydro's
announcement of its 1981
rate increases. Hydro said
its bulk power rates to
municipal utilities will rise
by 9.3 percent next year,
while its retail rate to rural
users will climb by 9.9
percent.
Dr, Smith reminded the
Premier of his statement in
the Legislature in April when
he announced Hydro had
been asked to prepare a
report on how to narrow the
urban-rural differential.
"Why did he not have enough
clout with Hydro to keep the
promise he made to the
people, instead of simply
reiterating his promise,
while the matter gets. worse
year by year?" Smith asked.
But the Premier insisted
his April statement merely
said Hydro's report would be
ready this fall, and the policy
would be implemented as
soon as possible.
In reference to the report
of the Royal 'Commission of
Inquiry into Discounting and
Allowances in the Food
Industry in Ontario; tabled in
the Legislature on Friday,
October 10th; I asked the
Minister of Agriculture and
Food, Lorne Henderson,
what action he would be
taking to protect the small
and independent grocer and
processor, in view of the fact
that the Commission
recommended that the
Legislature should create a
watchdog mechanism to
ensure that those none
negotiable rebates, which
the commission was
evidently unable to un-
surface in their In-
vestigations, do not reap-
'pear.
This is in direct con-
tradiction with other
recommendations of the
Commission which indicated
that there was no problem
with these practices.
The Minister replied that
he was waiting to hear froin
consumers and processors
before taking any action..
I I was quite concerned
about a statement made by
Mr. Henderson to the press
after the release of the
report .when he stated "I
don't believe we have many
small gorcers left, so I am
not too worried about that".
I, therefore, proceeded to
ask the Minister whether he
does not realize that the
reason for the Royal Com-
mission investigation in the
first place was to ascertain
whether these discounting
practices have, in fact, led, to
the demise of the in-
dependent ' grocer and
processor. The Minister
merely reiterated that he
was waiting to hear from
people concerned.
Environment Minister
Harry Parrott has an-
nounced that his Ministry
was going to crackdown on
illegal dumping of liquid
industrial waste and other
unusual cases of pollution.
His •Ministry is hiring 13
people who will be trained in
investigative techniques to
serve as a special en-
vironmental police unit tO
enforce Ontario's en-
vironment laws.
Legislation will also. be
introduced this fall to amend
existing environmental
regulations, to set Minimum •
fines for illegal activity, The
special investigation unit
will act to prevent serious
pollution incidents by
carrying out spot audits and
special checks of industrial,
commerical and municipal
records and activities.
The Minister of Labour,
Dr, Robert Elgie has, an-
nounced that a new Human
Rights Code for Ontario will
be introduced in the next few
weeks, which will be . a
completely rewritten code
with several new additions.
Ten- new field officers . and
additional support staff to
investigate complaints will.
be .hired. by the Ontario
Human Rights Commission,
which is responsible for
administering the code.
Some of the new officers will
specialize in race relations
and others will be assigned
to general duties, ,.
The Minister of xi:wing,
Mr, Claude Bennett, has told
the Justice committee that
the Ontario Housing Cor-
poration will. continue to
build new public housing
units only in small corn-
murales where municipal
non-profit pregranas simply
won't work,

said, the way to supply more
lOW 0$t housing, He stated
that 011C's waiting list has
shrunk in recent years,
under scoring the success of
alternative bousing schemes
such as ,nonprofit.
BAIT DROPPED
A second trial-run to test
the feasibility of using meat
balls to. carry an oral rabies
vaccine for wildlife began
recently, Ontario Natural
-Resources Minister James
Auld announced.
In i test last March, the
ministry distributed 20,000
tetracycline-treated meat
balls by aircraft into Huron
County bush areas.
"A total of 40,000 meat
balls contained in . small
plastic bags, are being
dropped this month over
Wingham and Owen Sound
.areas to test this type of
distribution," Mr. Auld said,
"Hamburger. .meat balls,
readily, devoured by foxes
and skunks, the province's
main rabies carriers, are
; believed to be the most ef-
fectivemethod of eventually
administering the vaccine,"
the Minister added.
