He also reported that the
canvass for funds from the
business community was
nearing completion and the
names of donors would soon
be published.
Noting that the committee
may want to get some
financing from the ministry
of agriculture and food for
the new pavilion being
planned, he said it would
require a bylaw granting the
fair board a 10-year
guarantee for use of the
building and the fair
grounds.
Council agreed to have
such a bylaw prepared for
passing at an upcoming
meeting.
Exeter, council took no
immediate action on a
request, Monday, from the
South Huron rec centre
board of management to
alter the bylaw under 'which
the latter Operates, but they
did agree to meet the
financial obligations of the
board for the balance of this
year although they were not
formally asked to do so.
Hee administrator Ian
Smith explained that the
board felt the bylaw should,
reflect the reality of the
present operation of the
board as well as establish a
formal agreement between
Exeter, Usborne and
Stephen regarding their
financial contributions.
Smith outlined several
areas where the board now
operates in violation of the
bylaw, such as having a
township representative as
the board chairman, and
also noted that the con-
tributions presently %being
made by the townships are in
reality donations and not an
agreed upon amount to meet
the annual deficit.
He said that the board
could not make the
necessary changes and also
that Exeter council could not
arbitrarily make some of the
changes regarding the
financial contributions of the
townships without the lat-
ter's input.
The administrator said
that the current operation of
the board is effective, and
the bylaw should be altered
to reflect the reality of how it
is operating.
Mayor Derry Boyle
commented later in the
'meeting, during a discussion
on finances, that the board
had not yet learned how
much the Townships of
Stephen and Usborne would
be contributing this year to
the operating deficit of the
rec centre.
That discussion prompted
Clerk Liz Bell to ask if she
was to pay the bills for the
board if they ran into
financial problems. It has
been indicated they are
running extremely close to
the line already, and have
been forced to use some of
their capital budget to meet
operating costs.
Mrs. Bell said that most of
the capital budget was not
depleted as well.

the bills for the board.

In his report, Smith ex-
pressed concern over the
declining enrolment of the
local minor hockey and
figure skating programs. He
said the 10 percent decline in
the number of boys playing
hockey had reduced the
4MHA ice time by two hours
and indicated a rather un-
pleasant view of the future,
Figure skating enrolment
is down by about 20 to date,
but Smith said the club is
still using the same amount
of ice time as last year.
