The need for the hearing arose from opposition by 83 Vanastra ratepayers against an amending bylaw council passed in April, 1980 which would amend or correct a bylaw passed in 1974 calling for the $130,000 debenture debt against the Vanastra recreation centre to, be paid by all the ratepayers across the township. Contrary to the bylaw, for the, past six years, council has been charging the debt only to the landowners in thp hamlet of Vanastra. This had apparently been the original intention of the bylaw that only Vanastra residents Rebekahs hear report Noble Grand Mrs. Hazel Corbett presided for the meeting of Amber Rebekah Lodge on Wednesday evening assisted by Vice- Grand Mrs. Elizabeth Riley, who gave the report of the visiting committee. The Noble Grand reported she had visited Mrs. Grace Thomson in Seaforth Hospital and expressed sincere thanks to mem- bers who sent messages of sympathy to Mrs. Maggie Campbell in her recent bereavement. A letter was read from Bro. Wm. H. Johnston in Watford. Mrs. Leona Parke read the report from D.D.P. Mrs. Jean Henderson. Mrs. Evelyn McBeath gave a detailed report of the Rebekah Assembly she attended in Toronto in June and thanked the members for sending her. Members were reminded of the Installation of Officers-- October first when D.D.P. Verna Thomas of Brussels andher installing staff will be present. Church Rev. Stanley C. McDonald conducted the morning service at Hensall United Church.on Sunday, Sep- tember 21 with Dr, Ralph Topp at the organ. The ten voice choir sang "A Prayer of St. Richard of Chichester" and the children's story was about "Following the Leader". The sermon consisted of thoughts on the "The Parable of the Hidden Treasure". Next Sunday, September 28th, the Sacrament of Baptism will be celebrated postponed from Sunday, September 21, and the Offical Board will be meeting on Wednesday evening, September 24. Mr. & Mrs. Carl Payne enjoyed a two week trip to the Atlantic Provinces with good weather. While in Halifax, they were able to have a delightful visit with Miss Donna Forrest who is working at Dalhousie University. Mr. & Mrs. George Coulter of Listowel were recent visitors with the latter's sister Mrs. Alic Ferg. Mrs. Margaret Smith of Zurich was a recent visitor with friends in Hensall. Mr. & Mrs. 0. Plummer of Kitchener visited recently with friends in this vicinity. would pay for the centre as agreed to in a petition signed by a reported 79 per cent of the landowners. It has not been determined why the bylaw, that required Ontario Municipal Board approval, was incorrectly worded. With many or most of that original 79 per cent of the Vanastra ratepayers no longer living in the hamlet, the present ratepayers feel it is an unfair burden. This feeling of unfairness is in- tensified because the recreation complex is completely changed from the original concept of the Vanastra residents who wanted an outdor swimming pool. It is now an expensive indoor pool used mainly by people living outside of Vanastra; the skating rink is now a private curling club whose membership includes very few Vanastra residents; a community hall for which there , is an ex- pensive rental fee and which is rented by people mainly outside the confines of. Vanastra. A $285,000 addition to the recreation complex this summer has added another expense to the Vanastra residents, although the whole of the township is charged with this cost, in- cluding the Vanastra lan- downers, and any' operating deficits as well. Another contentious issue is that the recreation complex is owned by the township and is managed by the township council with the Vanastra residents having no voice in the management. Last month council voted to support the amending bylaw, the subject of the OMB hearing to be held October 23, with the ex- ception of Councillor William Brown who said he "could not go along with the bylaw", and was the lone dissenting vote. Reeve Ervine Sillery, Deputy reeve Robert Bell and Clerk Jack McLachlan were named to a committee to prepare township report for the hearing.
