A short-fall of funds has
necessitated the temporary
juggling of the books at the
rec centre.
Revenues for the centre
are up by about $1,200
compared to a year ago but
that expenditures have taken
a big jump. Smith said the
problem is one of cash' flow
and the the problem should
be rectified in Ocotober.
Just as a precaution Board
member Gerry Parsons
suggested that board
chairman Howard Pym and
Smith undertake a study to
make sure the budget is still
valid.
The rec administrator
expressed confidence that at
the end of the year they
would be within $1,000 of the
budgetr.s figures.
In yet another attempt to
initiate better service at the
concession stand the Board
agreed Monday to advertise
for the hiring of a concession
supervisor.
The person hired would be
in charge of the booth's ,
operation and would, in
conjunction with the ad-
ministrator hire the part-
time staff required during
peak hours of operation,
Smith stated, He stressed
that the supervisor would be
on duty at all times.

They collided at the in-
terseetion of Highway 4 and
83 and damage was listed at
$1,000 by Constable George
Robertson.
On Saturday, Constable
Kevin Short and. Brad Sadler
went to South Percupine and
charged Donald Roy Coxon,
RR 1 Otterville for the theft
of a 1980 vehicle from Kints
& Skinner in the latter part of
July. He is also charged with
accommodation by fraud.
The two local officers then
travelled to Sudbury and
arrested Ralph Edward
Young, formerly of Exeter,
on a charge of forgery and
uttering a government in-
come tax cheque in July of
1979, The cheque was the
property of Thomas R.
Young, Dungannon.

Hensall council, two Hay
councillors were absent, and
other members said they
wanted more time to read
the annexation submission
thoroughly, before ap-
proving it.
He said Hay Township
council Would postpone
passage of the document to
their next council meeting on
October 6 or until a special
meeting of council,
Hensall council then voted
to request Warden Jack
Tinney to schedule a special
meeting between his council
and Hensel' council mem-
bers to approile the an-
nexation submission.
Hensall council will
assume the costs of the
meeting. Mr. Dzus told
council hedoesn't foresee any
problems in Hay council
approving the submission.

The South Huron
Recreation Centre Board of
Management may have
come up with a solution to
the problem of speeding
motorists in the rec centre
parking lot.
Rec administrator Ian
Smith told the Board Mon-
day that the only solution to
the problem was to install a
chain link fence along the
entire perimeter of the
parking lot with gates at both
the north and south ends and
at the entries to the fire road
which runs along the cen-
tre's east wall.
Smith stated the fence
should be about four feet
high and that during the
summer months on non-
event nights Sunday to
Thursday the parking lot
would become a play area
for children.
Thefencing would allow for
the creation of the basketball
courts as proposed by Exeter
Public School some time ago
and a general play and bike
riding area.
When Don Cameron
wondered if the position
should not be tendered Smith
replied that if the Board
went this route the con-
cession booth would be
competing against food
dispensing machines which
the Board operates.
As an incentive to increase
the revenues of the stand
Gerry MacLean suggested
that some form of profit
sharing program could be
utilized,
Agreeing that the booth
should be open on more
occasions was Wayne
Pearce who stated "We've
got it, let's keep it operating.
I hate to see that door
down."
Persons or groups renting
the hall in 1981 will find they
will be paying more,
The Board approved in-
creases in most areas of the
hall rental structure with the
only exception being Friday
evening rentals. That charge
of $175 remains unchanged.
On Saturdays the hall will
now cost $225, up $25 and
charge for using the kitchen
increases for $30 to $35,
Users of the hall . from
Sunday until Thursday have
the largest percentage in-
crease with the rate in-
creasing from $10 to $15 per
hour.
When asked by Cameron
for the justification over the
increase Smith replied that
the rate was raised to be kept
in line with the other rental
charges. Pearce said he
didn't think • the increase
would discourage use of the
hall during off periods,
The Exeter Mohawks and
the Board have resolved
their differences over
charges for ice rental with,
the South Huron Hockey
squad agreeing to a 60 40
split or $70, whichever is
greater,
In return, the Mohawks
will receive one hour of free
practise time on Sunday
mornings. Smith said he
viewed this as an investment
as the club's performance
picked up last season when
they had more practise time.

Huron County Council
accepted a tender for con-
struction of the new Huron
County Health Building
when they met September 4.
The tender of William
Parker Construction Limited
Guelph of $348,984 including
air conditioning was ac-
cepted on a recommendation
from the council's property
committee,
The new building, which is
to act as the Clinton branch
office of the county health
unit, will be an addition to
the county's Home for the
Aged, Huronview, in Clinton,
The new building is
necessary because an ex-
pansion of the county's
health program will mean an
increase of staff and the
Clinton office is already ,
operating in cramped
quarters.
Eleven tenders were
received ranging from a.
minimum of $346,004. to a
high of $424,900. Ministry of
Community and Social
Services approval has: been
received and construction
will commence within the
next two weeks. According to
architect D,R. Snider of
Snider, Reichard and March,
they hope to have the.
building closed in before the
bad weather with completion
scheduled for some time in
January.
The total, eost ef the new
building is estimated at
$400,000, A break down, of
the project budget includes
general contract; $346,984.;
architect's fees:$27,760, and
paving and contingencies
$25256,
The building will be
financed through the
county's capital works
reserve fund.
