The Huron-Perth County
Roman Catholic Separate
School Board approved the
junior family life
curriculum Monday. The
curriculum •has been two
years in the making. It has
been appro'ved by the Strat-
ford Deanery.
The next step will be the
workshops to prepare the
teachers to teach the Family
Life program starting in the
fall, by Family Life co-
ordinator Ronald Gladding.
Before the program gets un-
derway meetings will be
held in the schools for the
parents to give them a
chance to understand the
program and ask questions.
Trustee John O'Leary of
Staff a asked Mr. Gladding if
the whole program would be
given totally as some
parents are concerned.
Mr. Gladding said that the
whole program would not be
covered in one school year
because it contains too much
.material. He said the deci-
sion on what parts of the
program to use would be the
decision of the teacher. He
stated the basics will be
taught and the concerns of
the parents backed up.
Chairman Ronald Marcy
of Stratford said he failed to
see how parents can make
decisions until they have
read the curriculum, H,e said
he could not see hqw anyone
can fault what is being
taught - such as attitudes,
feelings and objectives
which make up 90 per cent of
the course. He said he
thought it a very positive
thing fostering attitudes and
feelings.
John O'Drowsky of St.
Marys said, "It's a very fine
curriculum. I wish I had had
this when I was growing up."
Chairman Marcy stated•
when the program had been
approved, "It's been two
years in the making. I trust
it goes well when you (Ron
Gladding) have your public
meetings with the parents."
The school custodians'
wage agreement signed in
1977 for a three-year period,
was renewed for a one-year
contract, with
modifications. It will mean a '
12 percent increase, raising
the hourly wage from $5.80
• to $6.50 per hour. Fringe
'benefits were updated too,
for hospital and medical in-
•surance and group in-
surance.
The board will host a
dinner meeting for the ex-
ecutive committee of the
Huron County Board of
Education and its own
liaison committee to discuss
items of mutual concern to
the two boards.
The two committees met
for the first time last year,
at a meeting hosted by the
Huron County Board to dis-
cuss the integration of
transportation for busing
students in the Brookside
and Kingsbridge areas. It
was decided that the
meeting would be beneficial
to both boards if it was held
on an annual basis. Integra-
tion of transportation has
been in effect in many areas
for up to ten years across
Huron County.
No action took place on a
recommendation that the 12
primary students in
Kindergarten, Grades 1, 2
and 3 at Ecole Ste. Marie,
Zurich be placed in St.
Boniface School, Zurich for
the school years, 1980-81 and
1981-82. As Ecole is located
only four miles from Zurich
these students can be ac-
commodated within the ex-
isting classrooms at St.
Boniface utilizing existing
staff. Buses are presently
delivering the kindergarten
children from Ecole Ste.
Marie to St. Boniface now. A
further decline is projected
at both Ecole Ste. Marie and
St. Boniface. There are 52
students at Ecole Ste Marie
at present and 165 at St.
Boniface.

office moves
Environment Ontario's
district office in Owen Sound
has moved to a new location
at 1180 20th Street East, Box
967, Owen Sound, N4K 6H6,
Doug McTavish, the
Ministry's southwestern
regional director, announced
today.
The office serves the en-
vironmental needs of the
people of Grey, Bruce, and
Huron counties.
The Owen Sound district
office is responsible for
municipal. and private
abatement, dealing with
environmental matters
relating to activities of
municipalities and citizens.
Staff responsibilities in-
clude surveys of liquid
discharges to detect
pollution emissions. The
office, also inspects com-
munal water supplies,
sewage systems, waste
disposal sites and storage,
use and sales of pesticides.
Ministry staff respond to
complaints concerning
protection of the en-
vironment from citizens in
the area.
Although the address has
changed, the telephone
number remains the same at
(519) 371-2901. The district
officer in charge of the
Ministry's Owen Sound
Office is Willard Page.

Ontario Hydro is proposing
a 9.4 per cent average in-
crease in its 1981 bulk power
rates, Chairman Hugh
Macaulay announced this
week,
The proposed rates would
mean a 9,3 per cent average
rate increase to each of the
323 municipal utilities in the
province, and an average 9.6
per, cent increase to Hydro's
105 large direct industrial
customers.
The rate proposal has been
submitted to the Minister of
Energy, and will be
reviewed by the Ontario
Energy Board at public
hearings this summer.
The cost of supplying bulk
power in 1981 is forecast at
$2.6 billion, an increase of
$305 million over 1980.
Increased sales next year
are expected to recover $79
million, leaving $226 million
to be recovered through the
9.4 per cent rate increase.
Of the total cost increase,
about 45 per cent, or $138
million, is due to fuel and
related costs. The '1k of
the fuel cost, (119 million,
will be for additional coal-
fired generation and the
higher cost of coal.
Other major components
are:
- Operation, maintenance
and administratioft casts will
go up by '$63 million, with
escalation accounting for
$45 million of that increase.
- Fixed charges, including
interest, foreign exchange
costs and depreciation
contribute a further $41
million.
- Net income requirement
increases $53 million to meet
statutory debt retirement
obligations and to assist in
financing the system ex-
pansion program,
The exact rate increase to
each utility will depend on
individual demand, energy
use and supply conditions.
Each utility will announce its
own retail rate for 1981.
The bulk power rates
resulting from this proposal
will also apply to Ontario
Hydro's rural retail system.
However, the rural retail
rate which includes a retail
distribution cost component
is set, usually in the fall, by
Hydro's Board of Directors.
