Stay, from May 13 to July 14,
the Junior Farmer delegates
will live and work on several
types of farms. They will be

In a presentation to the
Provincial Cabinet Wed-
nesday, the Ontario
Federation of Agriculture
(OFA) called for a major
assistance program for the
province's troubled farm
industry. -
OFA President, Ralph
Barrie, said the program is
necessary because farmers
are in an economic strait
jacket. Input costs have
risen at a rate which would
have been unbelievable a
few years ago,
The real problen, however,
is falling prices for farm
commodities, Barrie said.
Since last year beef has
dropped 11 percent, pork 30
percent, and soya beans five
percent. Late in 1979, the
federal government
estimated Ontario's net farm
income would drop by 40
percent, a prediction which,
Barrie said, unfortunately is
coming true.
The OFA recommended
that $25 million dollars be
made available immediately
to provide subsidized, loans
for needy farmers. Barrie
said that without this
assistance many crops
would not be planted and an
increasing number of far-
mers would be forced out of
business.
"Farmers are not in the
mood for buck passing",
Barrie said, "The aid
program must be brought in
immediately."
Also included in the OFA's
presentation is a call for the
restructuring of the
province's municipal
taxation policy. OFA said
that the lifting of the freeze
on equalization factors has
combined with rising rural
land values to place an
unfair burden on rural tax
payers.
The OFA also insisted the
province recognize the
farmers' right to farm. The
large number of urban
prople who have moved to
rural areas has led to in-
creasing harassment and the
curtailment of many normal
farm practices.
Also contained in the 35-
page Brief were recom-
mendations for increased
energy conservation
programs, an increase in the
budget to the Ontario
Ministry of Agriculture and
Food, and improved Crop
Insurance and farm product
promotion programs.
In spite of uncertainty and
ilisecurity, farmers have
taken the initiative and
developed a series of
responsible solutions to the
problems of their industry,
the OFA said in its brief. All
that's missing, the brief said,
is government commitment
to put plans into action.
Energy is a prime con-
cern. Although it's up to the
federal government to
assure farmers of
reasonably priced energy,
the provincial government
also has responsibilities. A
working committee of
government, universities,
private industry, and far-
mers should be formed to
establish on-farm energy
conservation and production
projects.
Among the brief's other
recommendations were:
-increase in the Ontario
Ministry of Agriculture and
Food budget to develop
marginal areas of Ontario
for agricultural production.
