Notice of Application Of The Corporation Of The Town of Exeter For Approval Of A By-Law Imposing A Sewer Rate TAKE NOTICE THAT: 1. The Council of the Corporation of the Town of Exeter intends to apply to the Ontario Municipal Board for approval of the construc- tion of sanitary sewers on Thames Road East (Highway 83) from 66 metres west of Andrew Street North to 65 metres east of Rosemount Avenue and on Rosemount Avenue from Thames Road East (Highway 83) to 95 metres southerly at an estimated cost'of $125,000:00 'Clnd intends to debenture same; for which they intend to charge part of the cost of the" work as a sewer rate for a period of twenty years commen-' cing in 1981 upon the owners or occupants of lands who will or may derive a benefit or future benefit therefrom. 2. It is proposed to raise part of the annual payments on the deben- ture by an annual frontage rate of $2.70 per metre (.81ct per foot) and an annual surcharge of $52.50 on the water bill. The following is an example of an average industrial property hav- ing frontage of 60 metres (200 feet): 60 metres (200 feet) frontage at 2.70 per metre (.81 a per ft.) 162.00 Sewer surcharge on water bill 52.50 214.50 • The balance of the cost of the debenture payment will be incor- porated into the general municipal mill rate for the entire Town each year for the term of the debenture. 3. In lieu of annual frontage payments as described in No. 2 above, the frontage rate may be prepaid in 1980 at $21.50 per metre ($6.45 per foot) frontage. 4, The cost of a service connection is $135.00. 5. (a) The sewer rate is to be levied on both sides of the respective streets as described in Schedule "A" attached. (b) The following exemption will be granted: That in the case of properties contributing to sanitary sewers on An- drew Street North, exemption shall be granted; • That in the case of lots situated at the corner of Thames Road East (Highway 83) and Rosemount Avenue, a reduction of 38 metres (125 feet) of flankage shall be made on the frontage rate which would otherwise be chargeable thereon. 5. Any ratepayer may within twenty-one days after publication or mailing of this notice, whichever is later, serve personally or by registered mail •on the Clerk of the Town of Exeter at the address given below, a notice in writing stating his objection and the grounds of such objection and that if a public hearing is held, he or his representative will attend such hearing to support such objection. 6. The Ontario Municipal Board may approve the said special rate pursuant to the statute and may approve the said works, but before doing so, it may appoint a time and place for a public hearing when any objections will be considered, but notice of such hearing will be given only to those persons who have given notice of objection as provided above. The grant to the Seaforth Community Hospital was dropped this year. Last year it received $200. "Leave it out," Councillor Falconer said, "Clinton does not receive any." (No representative from Tuckersmith sits on the Clinton hospital board) but the township has had a representative on the Seaforth Hoipital board for years. Presently it is Cleave Coombs of Egmondville. The Vanastra Lions club will be given a grant when they ask for it, last year they received $275. Seaforth Lions pair paddle. By KATHY COOPER Joan. Bill Stephens, Huronview, spent several days with Earl Stephens recently. They visited one day with Mr. and Mrs. Norman Jaques, Mr. and Mrs. Russell Morley, Exeter visited Saturday evening with Mr. and Mrs. Floyd Cooper Mr. and Mrs. Ron Simpson and family of Leamington Visited on the weekend with Mr. and Mrs.Jim Wilkinson and family. Mr. and Mrs. Alvin Cooper visited Sunday with Mr. and Mrs. Richard Wilbert and boys of Hensall. will receive $300 again this year' to be used for the swimming pool and parking located in Tuckersmith on the east side of the township. They refused to consider the increase of 25 per cent when Councillor Falconer said enough of the farmers' money was going to the towns, "I can't see why we would give them anymore." Reeve Ervin Sillery added, "I think $300isnot too bad," Councillor Brown remarked on the pollution in Silver Creek at the Seaforth Lions Park last summer and said, "This summer it will be worse then last - it is really , full,- a silt trap." Reeve Sillery said it resulted from the municipal drain that McKillop put in. last summer. (The drain was connected into the Silver Creek bed and has resulted in the creek drying up severely and slime or algae covering the top. Last year Tuckersmith council com- plained to the Lions Club about the unsightly ap- pearance.) Council won- dered if it was an oversight that McKillop Council had not had their engineer responsible for the problem. No grants were approved for the Clinton, Hensall and Seaforth recreation associations as they have not requested any 'specific amounts this year, but Tuckersmith has asked them to donate to its recon- struction work at Vanastra.
