Installation of 19.4 kilometres of pipeline to extend Lake Huron water to about 50 properties to the east of McGillivray, in- cluding Clandeboye, north of Ludan, is to start in June. The cost has been estimated at $296,000. Township clerk William Amos said Tuesday Ross Turnbull Drainage 'of Grand Bend was awarded a con- tract to install 24,1)00 feet of four-inch line, based on an hourly rate for workers and machinery. Installation cost has been estimated at $14,300 — •$2,500 less than ail alternative bid of 70 cents for each foot of pipe, Amos said. He said the township could end up paying more if un- foreseen problems occur. Pipe for the project has been delivered. Omega Contractors of London was awarded con- tracts to install 27,000 feet of eight-inch pipe at 75 cents a foot, or $20,250, and 13,000 feet of six-inch pipe at 68 cents a foot or $8,840. Cost of the pipeline for home owners has been set at $1,500, excluding a con- nection cost of $300 to '$500; farm owners' cost will be $4,500 excluding a connection cost of about $500. Amos said. The Ontario environment ministry has approved a $75,000 grant for the project. 4 CU. FT. BAG, 1 6 CU. FT. Parking problems in Grand Bend have been a main concern of Sharen's over the past few years. According to the study, "Grand Bend's beaches are among the most popular in Ontario, Their use is seriously restricted by the availability of parking facilities." ,The study which was prepared by for the county by DPA Consulting Limited,. says that the beach area between the Main Beach and Oakwood Beach should be opened up for active use. The study also calls for full public access to the beaches • adjacent to the OakwOod and Southcott Pines sub- divisions. This will require the assembly of some, privately held lands along these beaches for the development of parking lots, the study says., Commercial development on the beaches should be limited, according to the study. The only services and facilities along the beach should be complementary to the enjoyment of the beach, such, as food services and rental of beach equipment— umbrellas, chairs, The study, Which deals extensively with North Lainbton and particularly Grand Bend, says that Marinas should -be proved. "The quality of the facilities and services currently in place requires upgrading if they are to continue to be competitive with other small craft harbours," the study reads. The study emphasizes the need for events and festivals in May, June and September to extend the tourism season. There is no need to prdmote the months of July and August, it said. Among the suggestions for Grand Bend were, 4 yacht race .weeltend, and a festival involving the Main Street of .the village. The, study suggests that a water slide such as those at Ontario. Place in Toronto and Blue Mountain in Collingwood Would bring. more visitors to Grand Bend. It also calls for a, well- designed small amusement park. The Zoo should be developed into an attraction of regional significance, according to the resear- chers. "When developed this way, the Zoo could become a most important instrument by itself in lengthening the travel season in North Lambton," the study reads. Other suggestions include high quality restaurants and accommodations, an outdoor drama festival, and a zoological garden. During the off season the area should look toward the growing meeting and con- vention market. There were also suggestions for winter tourism in the study. As yet, the chamber of commerce has not indicated that they will support a BIA. A recently released tourism study by the Lambton county planning department will be discussed at the same meeting. Council members also decided at Monday night's meeting to meet with directors from the Public Utilities Commission to try to clear up misun- derstandings between the PUC and the village council. Reeve Sharen said he thought insurance money would help out most businesses. Grand Bend council decided to prepare and circulate a motion objecting to the lowering of the fine for liquor offences to $28. The provincial government has decided to put liquor of- fences at $28 to expediate the courts, the reeve said. Bob Sharen denies the accusation that he is trying to "seduce the press", The Grand Bend reeve who chairs a public relations committee of Lambton county council says he is trying to improve the situation between county council and the media. Sharen's committee suggested that the media be invited to council committee meetings which are usually not open to them. Other council members accused Sharen of trying to seduce the 'press. The role of the news media is to protect the public's interest, rather than play hedmate to politicians, Sarnia Township deputy reeve Ray Whitnall said. Forest reeve Leigh Crozier supported Sharen saying that while politicians and the media should "not share the same bedroom, but we do share the same house. So why can't we talk about,it?" Sharen's committee came up with a motion stating that the media has been less than complimentary, and that differences between the council and the media should be cleared up. Sharen said that muchof the criticism may be justifiable. "We'd like to aineloriate thesecriticisms" he said.
