Following considerable
debate, the township of Hay
decided to leave its loan
percentage for tile drainage
loans unchanged.
Councillor Tony Bedard
said it had been brought to
his attention that other
municipalities were funding
up to 75 percent or a max-
imum of $20,000 per farmer.
Under the current Hay
bylaw for tile drainage loans
a maximum of 65 percent is.
funded.
Reeve Jack Tinney said
that to change the percen-
tage of loan granted would
require the repealing of the
bylaw,
When there was some dis-
cussion about implemen-
ting the higher rate some
time in 1979 Tinney said you
couldn't justify going back
only a portion of the year.
In reply to a query from
Bedard, clerk-treasurer
Joan Ducharme said to her
knowledge only two
municipalities in Ontario had
upped the allowable percen-
tage midway through the
year.
Township council had no
objections to an application
by Gus Gregus for a change
in land use designation for
property which he owns
along Thames Road West in
Exeter,
Gregus had applied to
have the property changed
from developmental to
general industrial.

A proposal to create a
Marine Display as part of the
Huron County Pioneer
Musum was presented to
Huron County Council for
their reaction at Thursday's
meeting.
The proposal presented by
the Property Comfnittee
involves moving the cabin of
the Shelter Bay Lake
Freighter to an on-shore site-:
in the town of Goderich for
the purpose of preserving the
wheelhouse.
The wheelhouse as well as
the control room of the ship
is probably regarded with a
great deal of intrigue by the
average citizen and mem-
bers of the Goderich Har-
bour Committee met with
the property committee of
county council to discuss the
possible joint effort of-
' moving the wheelhouse from,,
the boat.
The one concern the
property committee has in
the venture is the financing
of the project, said vice-
chairman of the property
committee, John Tinney,
reeve of Hay. The Harbour
Committee estimates the
removal and relocation of
the wheelhouse would cost
about $31,000. The major
expenses involved are the
removal and moving which
is estimated to cost $9,500.
and material for closing in
the deck and labour
estimated to be $6,400.
It is the intention of the
Harbour Committee to have
every audible instrument
and mechanical navigational
aid as part of the display
which would further
augment the interest that
would be generated in such a
display.
In addition it is the in-
tention to include the set of
cabins below the wheelhouse
otherwise known as the
Captain's Office and
Quarters as well as the
Passengers Quarters, so that
many items presently
scattered around the
Museum could be located in
these quarters as an in-
teresting and historically
informative display. This
would further present the
opportunity of expanding the
collection.
The project consisting of
removal, transporting, and
setting up for display of the
wheelhouse and set of cabins
for the marine collection at
the Museum came about as a
result of a &nation from the
Goderich Elevator and
Transit Company, The
project was originally
outlined for a Wintario ap-
plication which was not
approved.
Goderich reeve Eileen
Palmer said she would
support the project on the
basis that Goderich is an
important port on Lake
Huron and nautical artifacts
in the town could bebrought
together at the wheelhouse to
create a marine museum.
She said people from the

said he was Concerned about
the home located next to the
property, but it was pointed
out that the property 'owner
would receive the same
letter as the township.
Following county policy,
council turned down a re-
quest for funds from the
town of Essex. Tinney said if
the township gave to' the
town which suffered much
damage as a result of a. gas
explosion, the people of the
township would be giving
twice, as the provincial and
federal governments donate
to major, disasters.
Two other resolutions fail-
ed to gain the support from
council including a resolu-
tion from the regional
municipality of Ottawa-
Carleton which called for a
public eduction program to •
aid the public in the un-
derstanding of symbolic
traffic signs.
The other resolutions
which failed to make the
'grade came from the city of
North York which demanded
that Prethier William Davis
live up to his election
promise of eliminating
property taxes for senior
citizens.
Bedard immediately voic-
ed his opposition to the
resolution saying it was the
younger citizens of the
province who would have to
make up the tax shortfall.
A few councillors noted
that the premier has a con-
siderable length of time to
go before the government
must call an eleition.
In other husiness,council:
Decided to send a letter to
(Elmer Johnson saying that
council required more infor-
mation before his severance
application for lots 14 and 15
on concession 13 would be
considered,
Approved tile drainage
loans totaling $8 3,0 0 0
providing the township
receives the same allocation
from the province as was
gained in 1879.
Met with the township's
lawyer.
Approved a tender from
Pollard Brothers of Harrow
for the supply of calcium
chloride at $118.25 per ton.
