Times-Advocate, 1979-07-04, Page 24Lucan council has decided
not to take any current ac-
tion on a resolution from the
municipality of York asking
for a change in provincial
grants.
The York resolution asks
the province to amend the
Municipal Assistance Act to
operate on a formula or
unconditional basis and
suggested the present
system was inconsistent.
At Tuesday's regular
meeting councillor 'Norm
Steeper commented, "That
would be a major policy ,
change. We can't just go
diving into something like
this. It would be a shakeup of
the whole system of grants."
Reeve Ivan Hearn agreed
saying, "I can't see much
wrong with the present
system. Let's wait until we
get further information."
Bylaws were passed
establishing Market
Square and Elm street
parks as public parks.

The park board of
management authorized
under the Public Parks Act
will consist of Larry Hotson,
Norm Steeper and Ed
Melanson.
At the same time a bylaw
prohibiting the entry of snow
vehicles, bicycles, motor
vehicles, motorcycles and
horses in these two parks
was passed.
A bylaw was updated
setting the times when
watering of lawns and
gardens will be allowed.
The only time when the use
of garden hoses or any other
watering devices will be
permitted will be between
the hours of 7:30 to 9:a.m.
and 6:30 to 9 p.m.
Considerable discussion
took place regarding con-
struction of the Chestnut
street drain,
A motion placing the
project as the number one
priority for the 1980 road
budget was finally passed.
Reeve Ivan Hearn pointed
out that the drain was not
included in the current
year's budget and if it was
done this year, the entire
cost would be borne by
taxpayers.
Councillor Norm Steeper
commented, "One of our
prime responsibilities is to
provide good roads, but we
must also have these things,
in the budget to get the
proper subsidies. This comes
up every year, but always is
put off."
It's time this was done.
Let's get at it first thing next
spring," added councillor
Larry Hotson.
Permission was given to
the Lucan and Clandeboye
UCW's to use park picnic
tables during the Lucan Fair
in August.
A letter was received from
Consumer Relationship
Minister Frank Drea
pointing out that the recent
resolution from Tecumseh
asking for protection for
senior . citizens from
irreputable real estate
agents was not necessary.
Drea said sufficient
protection was provided by
the Real Estate and Business
Brokers Act.
In other business, council:
Referred decision on a
recent report on the con-
dition of the water supply
tanks to the August meeting.
Accepted with regret the
resignation of bylaw en-
forcement officer Joe
Jackson effective July 31,
Violin music
for service
Sunday, the 7 p.m. service
at the Lucan Revival Centre
was led by Rev. Ray
Brewster. Ken Allen of Ailsa
Craig played his violin ac-
companied by Mrs. John
Armitage on the piano,
during the hymnsing.
The Cathedralaires, a trio
from the Queensway
Cathedral in Toronto
ministered in song,
highlighting the service.
They are Mrs. Doris
Tollefs on, formerly of
Lucan, sisters Mrs. Lil and
Mrs. Nettie Melnichuk, and
pianist Mrs. Eileen Good-
man.
Mr. Brewster's message
was from John 21:1-6, on
"There is a blessing in
empty nets." "There is a dry
time in Christian experience,
when the blessings from God
seem to fade away, the
empty net time. We need an
ongoing flow from God, in
faith to believe God is always
there, that He can always
help us," said Mr. Brewster.
As Jesus changed an
empty net to a full one for the
disciples, as they obeyed
Him, it brought blessings to
them. A dark night of useless
toil represents our needs, but
sunrise brings joy and
fullness of blessing. We too
must learn to try God's way,
and our needs will be met.
This Saturday, July 7, is
