At the Nov. 27 meeting of HuronCounty council, a recommendationcarried asking for continueddiscussion between the MaitlandATV Club and a countysubcommittee in the hopes of bringing back a recommendation inFebruary to the planning, agricultureand public works committee. A delegation from the club hadattended a committee meeting Nov.14 to facilitate discussion and help in the decision-making processregarding a draft bylaw andagreement regulating ATV use onthe county’s highways. Representatives from county staffand council, county solicitor, theOPP and the club were present.
Sgt. D. Fletcher, provincial co-
ordinator off-road safety, Highway
Safety Division, made a presentation
on Ontario roads and submitted a
report that included information
from the Highway Traffic Act.
Maitland ATV Club rep, Richard
Wilts, gave a PowerPoint
presentation and answered
questions.
The draft bylaw was reviewed by
solicitor Greg Stewart, who
suggested that the agreement could
include a termination clause or a
fixed-term period. Stewart indicated
that the county should install
necessary signage.
Issues such as insurance, the
benefits to tourism, shoulder
maintenance and proper standards
were discussed.
Warden Deb Shewfelt suggested
further review and the
recommendation followed.
At county council, George
Robertson, South Huron councillor,
questioned who would resolve
complaints, the county or OPP, and
if it was the county, how they would
recover costs.
“Good question,” said Shewfelt.
“Maybe this is something the
committee has to look at.”
Adams said there are a number of
issues that are still being considered.
“This is being monitored carefully.
That I’m aware of there are no
arrangements of this type in the
province, so we are being verycautious and doing the best we can.”He said the ATV Club had madean excellent presentation, but theprocess was going to be movingslowly to guarantee the best interestsof the county are being considered
too.
“The general feeling,” added
Shewfelt, “is that we could create
some trails so the general destruction
that’s occurring could possibly
stop.”
Central Huron councillor John
Bezaire shared his own experience
to support the idea of a trail system.
“I had trouble with ATVs on my
property. This group came and laid
out trails and staked them. Since
then I have had no problems. This
group, in my experience, has been
top notch.”
