Morris-Turnberry councillors at
their July 17 meeting explored ways
for Bluevale Recreation Committee
to hold fundraising events.
The issue arose after the
municipality’s insurance company
asked for clarification regarding
coverage for Bluevale Recreation’s
planned social event on July 14.
The insurer wondered if Bluevale
Recreation was a committee of
council so that it was covered by the
municipal policy. If not, the group
must provide proof of insurance. If
they were, then they must have an
adequate number of trained servers
for the alcohol to be served.
In a memo to council,
administrator clerk-treasurer Nancy
Michie explained that Bluevale
Recreation is not a committee of
council but the municipality signs
cheques for them and includes them
in the financial statement.
“It’s questionable if they are
covered under our insurance because
they are not a committee of council,”
Michie told councillors at the
meeting.
However, if the group is declared
a committee of council, it cannot
apply for lottery licenses to raise
money.
While the Bluevale Hall Board is
a committee of council, Bluevale
Recreation is a separate
organization, Michie said.
Jason Breckenridge from the
committee attended council to
discuss the problem. Bluevale
Recreation, he said, hasn’t done that
much fundraising in the past but was
considering doing more.
If they weren’t covered by the
municipality, however, he said,
volunteers might feel hesitant about
putting their names on liquor
applications.
Councillors suggested the
solution might be for Bluevale
Recreation to become a committee
of council, then find some other
organization to apply for lottery
licenses and fundraise for them, with
the proceeds donated to the
recreation group.
Deputy-mayor Jim Nelemans
asked about the Bluevale Minor
Sports committee which hasn’t been
active. That committee could apply
for the lottery licenses and turn over
the money to Bluevale Recreation,
he suggested.
Breckenridge said he would look
into that possibility and other groups
that might raise money for recreation
and get back to council with what
seemed to be the best solution to the
problem.
