The Citizen, 2007-06-28, Page 24PAGE 24. THE CITIZEN, THURSDAY, JUNE 28, 2007.Having apparently solved theproblem of how to get water to someBelgrave homes, Morris-Turnberrycouncillors tackled the issue of
getting water away from others, at
their June 19 meeting.
Several homeowners on the south
side of Brandon Street, east of
Hamilton Street were present to
discuss the problems with drains in
the area that are backing up.
Councillors looked at three
options. Lavis Contracting had
provided an estimate that would
replace the tile at a cost of $30,608
for 250 mm tile and $31,882 for 300
mm tile, with the cost to be split
among the six homeownersinvolved. The second option would see amunicipal drain installed. The thirdoption would install a storm sewer. This was recommended as giving thebest outlet for drains from the
basements of the homes.
Barry O’Kraftka, public works
co-ordinator, explained that
numerous repairs, including the use
of closed circuit video cameras
inside the drains, had been made to
the drain in 2006 in an effort to
solve problems reported by
homeowners.
There seem to be crushed tiles in the
drain, so that it can take away a
small amount of water but can’t
handle a heavy flow, he said.
“I think we’ve spent enough time trying to bandage it,” he said. One homeowner noted the cost ofthe estimate seemed awfully high forthe length of drain involved — about400 feet.
O’Kraftka said that estimate did
include the cost of restoring the road
and lawns and the cost of hooking in
drains from the homeowners.
Mayor Dorothy Kelly noted the
engineer had recommended going
with the storm sewer option as
providing the best results for the
homeowners.
Councillors approved a motion to
seek more prices for the work that
would be involved before making a
decision.
Bridging the gap
It was clean up at the Brussels conservation park last
Saturday morning. Among the tasks was work on the new
bridge, to be named the Exel McDonald bridge in memory
of Gerald Exel, Jack and Neil McDonald. On the job were,

M-T discusses drain issue
The owner of Turnberry Estates
promised Morris-Turnberry
councillors, at their June 19 meeting,
to have a site plan on paper and
submitted by mid-September.
Russ Taylor attended council to
discuss the problem that arose after
one of the owners of the units in the
mobile home park built a car port on
the side of his unit that came within a
few feet of a neighbour’s home,
blocking her windows.
For Jeff Layton, the municipality’s
chief building official, the problem is
that there is no site plan indicating lot
lines in the development.
Sandra Weber, the municipality’s
planner with the Huron County
Planning Department said creating a
site plan is the proper way to solve the
issue. She pointed out there is a base
map for the site but it needs to have lot
dimensions marked on it.
Councillor Mark Beaven objected
to one proposal that Layton and the
municipality’s summer students could
help create the site plan. “I don’t think
we should be doing it on our dime,” he
said and also expressed concern that
the township might be held
responsible for lot-line problems in
future if it created the plan.
Even though Taylor agreed, after
lengthy debate to create the site plan,
the problem of the carport still exists.
Layton said that if the carport, which
was built without a building permit
being issued, goes too close to the
boundary between the lots, the
municipality could issue an order for it
to be removed. Some councillors
indicated this is the course of action
they felt should be taken.
