HomeMy WebLinkAboutThe Citizen, 2007-04-26, Page 21Morris-Turnberry council will ask engineers for the Gregory, Fischer Pringle Drain in Turnberry Ward to explain engineering costs that some people thought were out of line during a lengthy debate at Morris-Turnberry council, April 17. The issue was raised by a delegation of George and Nelson Underwood of George Underwood Farms, RR1, Wingham. Noting that administrative costs of $91,500 (including the engineering costs) were nearly double of actual construction costs of the project, Nelson Underwood asked “Doesn’t that seem like a lot of money for the cost of the drain?” “It’s almost as if I had an architect charge $600,000 to design a $200,000 home,” George Underwood said. He said that in his past experience, engineering costs were typically one-third the cost of the drainage work. Administrator clerk treasurer Nancy Michie recounted the history of the clean-out project which was petitioned by the landowners involved in 2002. But the engineering company was tied up with water projects at the time and so didn’t get to the drain work immediately. Later, one of the people who was working on the drain left for another job, adding to what eventually became almost a five- year delay. Councillor Mark Beaven objected to any idea that the delay could have increased costs. The company’s prioritizing of its workload should not drive up costs for the client, he said. He wondered what the municipality’s options were for protesting the costs. Michie said there had been no complaints at the landowners meeting regarding the drain. “Now we have complaints and we can go to them and ask for information.” She noted that the landowners had asked for a reassessment when they petitioned for the drain work so that would require some additional work by the engineer. “I understand that,” argued Nelson Underwood, “but a lot of that information is available on-line from their office.” Beavan finally made a motion, seconded by councillor Paul Gowing, that the engineer be asked to a meeting to explain the administration and engineering costs for the project.
