In her presentation, Garrett had
referred to a single span steel bridge
near New Hamburg that had been
built in 1930s. Repairs for it were
estimated at $1.3 million. “The
$250,000 that has been proposed by
A-C-W and Central Huron is only a
fraction of that figure, and could be a
workable solution.”
Shewfelt also noted that there are
31 boundary bridges in the county, 16
of which are in Huron East.
“The boundary bridge discussion is
a separate situation,” said MacLellan.
“This boundary bridge has been
replaced. We need to deal with this
issue alone. If you want to bring up
the boundary bridges at another time,
I’ll be glad to discuss it.”
The issue of ownership was not as
clear cut as far as some councillors
were concerned. Bert Dykstra of
Central Huron said that the bridge is
still owned by the county. “We don’t
have a clue as to what the costs willbe to repair it. Both municipalities aretaking a chance, but this is more thana boundary bridge.”His counterpart in A-C-W agreed.“To say the county has noresponsibility is not right. It’s acounty bridge,” said Ben Van
Diepenbeek. While he admitted that
this may set a precedent for how they
deal with repairs to boundary bridges
in the future, he noted, “this is a step
in the right direction. It’s a chance.
But we’re willing to do it.”
The heritage value of the structure
was the big decision maker for some.
“This is a heritage issue,” said
councillor Dorothy Kelly of Morris-
Turnberry, “whether we want to
preserve it or not. It’s not anything to
do with other bridges.”
Huron East councillor Bill Siemon
said, “It is paramount we preserve
our history,” and moved the
recommendation.
Councillors still had plenty to say,
however, before they were ready to
vote. Ken Oke, councillor for South
Huron agreed with the historical
importance of the bridge, but felt the
$250,000 was too much.
Howick’s Max Demaray said he
couldn’t believe his council would bein favour of spending $250,000.Councillor George Robertson ofSouth Huron wondered if there wereany ideas on what the cost would beto dismantle the bridge, and how itwould compare to the $250,000. Bluewater councillor Bill Dowson
agreed that the dollar figure seemed
like a lot of money. “But if the two
municipalities and the Friends of
Ball’s Bridge are willing to take it on
I think $250,000 is reasonable. If you
think about what could have been
spent over the years it’s a lot less. I
support the $250,000 provided it’s
the end of it.”
Dave Johnston of Bluewater
expressed concern that the
recommendation didn’t stipulate the
money must go to repair Ball’s
Bridge.
“If the money comes to the
municipalities it will go to a Ball’s
Bridge fund,” said Van Diepenbeek.
“It defnitely won’t be spent on
anything else and will go into a
special fund for the bridge.”
Shewfelt added that the agreement
will still have to come to county
council for approval so the stipulation
can be included.
“I have no reason to doubt theintegrity of my colleague,” saidJohnston. “I’m satisfied.”Prior to the recorded vote requestedby Bezaire, MacLellan said thatrejecting this recommendation didnot mean the issue would die. “Thereare a number of questions yet to
consider. Just because this is turned
down today doesn’t mean that’s the
end.”
Fortunately for the Friends of
Ball’s Bridge the majority of council
felt they had all the answers theyneeded. Voting against wereRobertson, Oke, Demaray, JimDietrich of South Huron andMacLellan. In favour were: Dowson,Dykstra, Van Diepenbeek, NorthHuron’s Murray Scott, Shewfelt; A-C-W’s Neil Rintoul, Goderich’s John
