Weidome 'THE WINGUAM ADVANCE-TIMS Thursday, December 4, 1947 providing' for same, for the licensing,l§pIXAVOKIKIXIMIMMe regulating and governing persons, I hawking, peddling, or selling goods, wares or Merchandise or taking orders for same for subsequent delivery, with- in the Municipal Corporation of the Town of Wingharn. THEREFORE the Council of the Municipal Corporation of the Town of Winghant enacts follows; 1, No ,person or persons; by him- self Or herself or themselves, or their employees, agents, workmen, canvas- sers or Solicitors shall go from place to place or to A. particular place with goods, wares or merchandise for sale, or carry and. expose samples, patterns or specimens of any goods, wares or merchandise which is or are to be de- livered, within the Municipality of the Town of Wingham, without first ob- taining a License for so doing, from the said Municipality. 2. The annual fees for such licenses shall be $25.00 for a person where a motor vehicle or a two horse wagon is used; $25.00 where push cart is us- ed; $25,00 for one carrying a pack and $25,00 for one carrying basket. 3. Every applicant for such a Li- cense shall as a part of his or her appli- cation, furnish statement in writing, containing a full description of the goods, Wares or merchandise which he or she proposes to sell , or offer for sale, and either for immediate or sub- sequent delivery, under such license. 4. The License shall at all times whilst carryhig on his or her business have the required license -with them and shall upon demand 'exhibit it to any Municipal or Peace Officer, and if he or she fails to do so shall, unless the same is accounted for satisfactorily, in- cur a penalty of not less than $1.00 or more than $5.00. 5. If 4.; peace officer demands the production of a license by any persons to' whoM the by-law applies and the demand is not complied with, it shall be the duty of the peace officer, and he shall have power to arrest such per- son without a warrant and to take him before the nearest Justice of the Peace, there to be dealt with according to law. 6. The Clerk shall be provided with Licenses under paragraph No. 1 of this By-law to be issued under such regu- lations as may be prescribed to persons applying for them. 7. The Council may at any time, re- voke or suspend the license of any per- son so licensed under this 13y-law if the Licensee does not fully comply with the provisions of this By-law andlor it is found that full information, facts or particulars have not been given in the written application in which the license was procured. 8. Any person who contravenes and is found guilty of an infraction of this By-law except as hereinbefore provid- ed upon conviction forfeit and pay a fine in the discretion of the convicting Magistrate but not exceeding $50.00, exclusive of costs, with same to be re- coverable under The Summary Convic- tions Act,. R.S.O. 1937, chapter 136, the provisions of which shall apply ex- cept that in the case of imprisonment, same shall not be for a term exceeding twenty--one days. 9, This By-law shall be made public by two insertions in The Wingham Advance-Tint*. a , weekly paper pub- lished in the said ToWn of Winghatn. I. held its' November meeting in the Council Chamber last Thursday. There was a fine attendance at this splendid meet- ing. November is always Citizenship meeting and those in charge of the program cards chose as if one, the theme "The truly generous is truly wise, and he who loves not others, lives utiblest," As has been customary for many years, Mrs. T, Bowers again gave the address for November. It has always been special and this year was no ex- ception, the title site chose being "Cit- izenship and Peace." The only mus- ical numbers were community singing. The other outstanding' number was an excellent report given by our President on the recent convention in London. This was the largest in 33 years, over 500 members being present. Mrs, Win. Field reported that everything pertaining to' the different meetings was put through concisely and on time; thus eliminating so much that makes conventions tiresome. An outstanding event was the report given Mrs. Somers, Fro,. 'Treas. of W. I. and Miss Anna P. Lewis.
