You won't find the word "spiv" in
your present dictiaeary, but it will
likely be found in most future editions.
Pripie Minister Attlee used it recently
its the British House of Commons and
its use occasioned no comment, as
everybody in the British Isles is fam-
iliar with the word and its various
meanings. Thus sponsored, it will
likely migrate now to North America.
The common explanation of spiv is
that it stands for "suspected persons
and itinerant 'vagrants", but a spiv may
be neither suspect nor itinerant, He
may be a person who lives by the
dubious use of his wits, but always
keeps just inside the law; and he may
be a card sharp, a confidence man, a
racketeer, a black market operator or
a bookmaker's runner. His predomin-
ant characteristic is that he does no
useful work,
These are all spivs of a sort; but the
and authentic spiv is that shift-
less hanger-on, apparently unemployetl
but never quite Droke loafer who •is too
lazy and shiftless, to even think up a
racket. There are such characters in
';every country SO spiv should soon he
Iused all over the world. It is a short
word typical of the contemptuous mon-
!osyllable the British word-comers like
ito use to express opprobrium. "Scab"
and "nark" are other well-known ex
amples.

Arneriean Republics are meeting in Rio
De Janeiro, capital of Ilrazil, to draft
a hemiaehersie defense treaty-within
the framework of the United Nations.
Charter, This Rio meeting is the di-
rect outcome of the Pan American
Conference held in Mexico early in
1945 when the war bad still six_ months
to run.
At that time the twenty nations-
Argentina Was not present as she was
suspected of Fascist sympathies--drew,
up and signed the most positive affir-
mation of Pan American solidarity
ever promulgated, up to that date. It
was called the Act of Chapultepec and
it laid down the principle that aggres-
sion against any of the signatories
should be considered aggression a-
gainst all. The twenty nations pledged
themselves to collective action, first by
economic sanctions and then, if neces-
sary, by the use of armed force, a
gaiust a Power guilty of attacking any
one pf them.
A few weeks after the signing of the
Chapultepec. Act, Argentina accepted
the Act and declared war on 'Germany
and Japan. At the present meeting of
the Foreign Ministers in Rio, Argen-
tina is represented and has, decided not
to press an earlier proposal that only
unanimous decisions should be binding..
In other words, Argentina will not de-
mand a right of veto. The Conference
appears to have good reasons for being
hopeful and expectant of success,
The twenty-one Republics are plan-
ning a Security league of their own,
"Within the framework of the UN
Charter"-that is one of the key phras-
es in the program of the Rio Confer-
ence, but not in isolation from,or op-
position to the world organization. In
general, the plan to be worked out in
Rio fits perfectly into the global
scheme embodied in the Charter. The
Pan American arrangement will be
only one of many such alliances; Can-
ada and the United States form an-
other regional defense area, the nations
of Western Europe another, the Pacif-
ic countries another, and so on. Pro-
vided they stay within the UN Charter,
they form buttresses to the world or-
ganization.

Apparently their voyage has proven
their theory correct that wind and cur-
rent will carry any wooden ,craft from
the shores of Pero to Polynesia with-
out any mechanical aids or human e
ertion. They -have 'proven their WO-
tention that the islands of the South
Pacific may have been colonized by
South Americans and not by Asiatics,
The voyage of these six. scientists
for four months on a raft also is wel-
come proof that all mankind is not
speed-crazy. At a time when we read
and hear so much about speed records
being broken, like the recent record-
breaking flight of Mr. ,Odorn around
the world in seventy-three Yours, it
is refreshing and reassuring to know
that other famous men are willing to
drift for four months on the stormy
South Pacific ocean just to prove a
can be accomplished merely 'by look-
ing your problem in the eye. Basically,
worry has its roots in indecision. We
worry about money matters because
we're uncertain as to just where we
stand. We worry about suspected ill-
ness because we can't bring ourselves
to see a doctor. Chronic indecision
reaches a climax in frustration. And
the end-product of frustration is a ner-
vous breakdown. We must face our
shortcomings frankly and set out con-
sciously to overcome them and thus
free ourselves from the bonds of wor-
ry.

The "East-End" of Wingharn has a
good "through-street" that could be
used to relieve the congestion of traf-
fic on Josephine street at busy times.
Shuter street is well laid out to be the
through-street of the "East Side" of
Wingham. At its south end it has
Diagonal Road as a feeder to and from
the east, and Victoria street as a con-
ineeting link with the Belgrave Road
to the south and McIntosh street to
the west. Its northern end connects
