NASCOP 1E FOUNDERS
IN HUDSON STRAIT
The famous Arctic supply ship, Nas-
copie, foundered on the rocky reef of
Table Rocks, at the barren south-wes-
tern tip of Baffin Island, 675 miles
northeast of Churchill, Manitoba, and
200 miles south of the Arctic Circle, at
4 a.m. on July 22. With the sinking
of this sturdy 2,500-ton, Hudson's Bay
supply ship, another epic of the North
is finished, for now the lonely Arctic
seas, whose bleakness she brightened
for hundreds of white men and women
each year, are the Nascopie's grave.
The Nascopie foundered on her tfiir-
ty-third treacherous voyage through ice
and squalls to the 20-odd northern
mission and trading posts that she
visited once a year, and for which she
was the one dependable link for sup-
plies from the outside orld. Since the
early 1930's this gallant ship has also.
her Jong Arctic service as an honored.

RUSSIA REJECTS PARLEY ON JAPAN
Soviet Russia recently rejected the
Ainerlean invitation to an 11-power
preliminary conference on a peace trea-
ty for Japan, and proposed instead the
speedy convocation of a four-power
foreign ministers' council to take up
the task, Replying to a United States
invitation of July 11 to meet with 10
other countries in Washington August
19, the Soviet Government declared in
a statement broadcast by the Moscow
radio that the United States had taken
"unlateral action" in proposing the con-
ference without previous four-power
eonsultation.
The broadcast said that "The Sov-
iet Government cannot agree that the
question of the calling of a conference
for preparation of a peace treaty with
Japan be decided by the government of •
the United States in a unilateral man-
ner, without preliminary consultation'
with the governments of the Soviet
Union, China, and Great Britain." The
statement continued: "The Council of
Foreign Ministers, formed on the in-
itiative of the United States of Ameri-
ca, was created precisely for prelimin-
ary work on the preparation of peace
treaties and cannot, therefore, be ig-
nored,"
"As to the date for the convocation
of the Council of Foreign Ministers to
consider the question of a peace treaty
with japan, the SoViet Government
suggests that the Soviet, Chinese and
British Ambassadors in 'Washington,-
together with a representative of the
United States, decide the earliest mo-
ment acceptable to all the interested
governments, bearing in mind the de-
sire to speed up the convocation of the
council," the statement concluded.
Moscow said the Moscow agreement of
1945 recognized that the four powers
had "particular interest" regarding the
postwar situation of Japan.

VETO AFFECTS
ATOM DECISIONS
After three and a half months of de-
bate, the working committee of the Un-
ited Nations AtomiC Energy Commis-
sion recently halted its efforts to ob-
tain the Soviett Union's acceptance of
the general principles for international
atomic control, which were adopted by
the majority of the commission last
December 30. Efforts to reach an a-
greement with tht Soviet Union on the
narrower question of the functions of
the proposed agency—leaving the ques-
tion of the veto to be decided later—
will be continued in the control com-
mittee of the commission, which is try-
ing to submit. a complete control plan
to the Security Council by September.
The 'United States holds fast to the
demand for the abolition of the veto on
nations violating the agreement, which
was presented by Bernard 1141. .Baruch
on June 14, 1946, and will not be a
party to any change in the report, on
April 8, began discussing the 12 or-
1 iginal Soviet amendments to the com-
imission report, which were submitted I last February, ended its discussion on
:July 23 without having accepted a
single one.

DIAGONAL PARKING
TOO, DANGEROUS
Wingham's main street, Josephine,
is far too narrow for diagonal parking.
More and more cars and trucks are
causing more and more traffic janis
and traffic hazards on )this narrow
roadway. With parallel -parking, even
on only one side, adds greatly to the
dangers of accidents and congestion.
Parallel parking should be . strictly en-
forced on both sides of Josephine street
before there is -a serious or fatal ac-
cident. Life and limb are more val-
uable 'than the convenience of motor-
ists, The curbs should be moved back
to the sidewalks to give the.
greatest possible width to the roadway.
All parallel parking and the added traf-
fic lane that would be gained 'by the
removal of the curbs, will improve
Wingham's main street, tremendously.
The safety of the citizens makes these
improvements an urgent necessity.
With an outstanding record as a
student, Miss M. G. Carlson, honor
graduate in business administration at
the University of Western Ontario, has
been awarded the J. William Horsey
Scholarship, valued at $3,000 or $1,500
a year for the years 1947 and 1948;
plus travelling expenses. The award, is
open to graduates in Business Admin-
istration, Commerce and Finance at
any Canadian. University. Announce-
ment of the 1947 winner has been
made by Dr. K. R. P. Neville, Dean of
Western.
This is the second award of this fel-
lowship which was established in 1945
by J. William Horsey, President of
Dominion Stores Limited.
