NEW WPTB CHAIRMAN
Mr, Donald Gordon has resigned as
chairman of the Wartime Prices and
Trade Board, The nation owes heart-
felt gratitude to Mr. Gordon for his
unstinted. services in that vital post,
He subordinated all personal consider-
ations and devoted all his great ener-
gies in the service of his country. Price
control was a disagreeable but absol-
ute necessity and Mr. Gordon used all
his tremendous physical and mental
powers to make it a success.
Mr. Gordon will now be able to re-
turn to his regular occupation as de-
puty governor of the Bank of Canada.
Since Mr. Graham Towers was elected
as executive director for Canada of the
International Bank, he has only been
able to devote part of his time to his
post as-governor of the Bank of Can-
ada, causing a pressing need for Mr.
Gordon's return to his post with the
bank.
Mr. Kenneth W. Taylor, the deputy
chairman and who has been associated
with the board since its beginning,
now becomes the chairman of the
Wartime Prices and Trade Board.
Decontrol has been slower than many
people desired, but it has been consid-
erable. The final winding-up of price
control will now be Mr. Taylor's re-
sponsibility.

may be tempted to bid three no trump,
but if he does, North should continue
to four hearts. His hand appears of
little worth in support of a no trump

distribution, the four hearts contract
can be made with ease against any de-

declarer needs to take is to lead

menace was first manifested in the al-
location of most of East Prussia to
Poland..
Prussia has been the breeding
ground of war since the clays of the
Teutonic Knights, It was the heart
and head of German belligerence and
without it Germany can never again ,be
the nation it was. Prussia, extending
from the Oder to the Rhine, contained
the great industrial and food produc-
ing districts, and virtually controlled
the nation,
The first act of the Foreign Mini-
sters in Moscow has been to wipe out
this vicious state. By reducing it as
an administrative unit, joining some
of its parts to other sections of the
country and severing completely from
Germany itself some other of its parts.
They have effectively reduced to im-
potence an area that has been at all
times a potential menace to Europe
and the world.

KNOW WINGHAM
Spring is the time of year when
many Wingham ites make the annual
rediscovery that Wingham has a love-
ly "Marine Walk" around the Pond.
The regular meeting of the 1st.
Wingham Scout Troop opened Tues
day, March 8th with the usual cere-
monies ,with 22 Scouts present.
New books were available to those
who wanted them and after these were
sold the Scout Masfer gave a talk on
the wearing and care of the Scout
uniform. He read the reason for the
Scout uniform which was written by
Lord Bade n Powell years ago. Each
part is styled in a certain way so that
it can be 'used for other purposes, in
most cases for emergencies. With the
co-operation of the Scouts, parents and
all others concerned, each Scout should
be smartly uniformed in a very short
time.
Something new for the troop was in-
troduced when each patrol had to act
out one of the Scout Laws. The pat-
rols not participating had to tell which
law was being dramatized.
The Poi patrol showed by their skit
that a Scout is a friend to animals.
The Eagle patrol was first to recognize
this law.
The Wolf patrol was first to tell that
the Eagles were trying to show that
a Scout smiles and whistles under all
difficulties.
The Beavers did'a very good job of
showing that a Scout obeys orders
without questions with the Wolves
again the first to recognize the law.
Last but by no means the least the
Wolves sho-g-ed that a Scout is court-
eous.
A game of snatch -the flag started off
the recreation program and this was
followed by French tag, The old fav-
ourite, British bulldog, was -next and
to end up the Fox Patrol proved them-
selves the "champs" in bask-etbali.

At most tables the hand was played
at three no trump, South being the de-
clarer in every case, Evidently, the
South plaYer& made the correct dpOn-
ihg bid of two no trump,' but some-
thing went wrong with the bidding
thereafter, Due ,to exceptionally fav-
ourable breaks in till suits except
hearts, the three no trump contract
can be made, but it requires sound
play, and some declarers were set.
An opening bid of two no trump
promises approximately 514 honour
tricks, almost surely a 4-3-34 ,distri-
bution, anti, no suit weaker than K 16
X. 'Dearing this in mind, North should
realize that the proper contract IS
hearts, and that four probably tan
made, despite his own weakness in
honours, Hit correct response of three
hearts will give South an opportunity
to pass in the event that his opening
bid was made on a bare minimum of
five honour tricks, and if his heart
suit is weak.

I revived the question of a Dominion.-
provincial conference on a social se-
curity and public investment program
in the Commons on March lk, and ob-
tained from Prime Minister King the
significant answer that conditions of
'calling such a conference had not yet
been fulfilled,
The Dominion Government's stand
on reconvening any general conference
on health insurance, unemployment,
public works, old age pensions and the
other items in the original federal pro-

:MARTIAL LAW ENDED
1 Military rule in Palestine, affecting
more than 250,000 Jews, ended at noon i
on March 17, in both sections—the
thickly populated Mea Shearim district
of Jerusalem and an area of 40 square 1,
miles on the Palestine coast including
the all-Jewish city of Tel Aviv.
Tens of thousands of cheering, smil-
ing Jews streamed out of the martial
law areas of Palestine immediately af-
ter British troops lowered the barbed
wire barriers which had isolated the
two sections of the Holy Land for 15
days. At the same time, the British
'authorities began a new drive to round
up underground members responsible
I for outbreaks of violence which have
caused scores of deaths in Palestine
in recent months. *

The government intends at this

intends to continue certain other war-
time measures, such as the increase in
old age pensions and collective bar-
