Rockfeller Offers New York
Site For UN Home
Lake Success, NAT.—John D. Rock-
efeller, jr„ made a surprise gift-offer
of an $8,500,000 permanent Vane for
the United Nations in mid-town New
York, tossing the city back among the
contenders and causing %speedy chan-
ge in committee plans.
Sen. Warren R. Austin, United Sta-
tes delegate, presented the Reckefeller
offer: A gift of an area bounded by
First Ave., (the East River) and
Franklin D. Roosevelt Dr. 'between
42nd and 48th Sts, 'Rockefeller laid
down several stipulations . for New
York which included the acquisition of
a portion of one block of property,
use of the streets from 43rd to 48th as
the UN wishes, and UN rights to all
water-front in the area.
46 Million Eggs, One Per
Briton, Reach Liverpool
Liverpool, England.,—Forty-six mil-
lion eggs—one for every person in the
United Kingdom—were Welcomed on
their arrival here with ceremony us-
ually reserved for potentates.
Dr. Edith Summerskill, parliment-
tary under-secretary for food, and
Norman Robertson, Canadian High
Commissioner to the United Kingdom,
were among those who came to Liver-
pool to •rneet the freighter Saxon Star
from New Westminster, B.C., with
what was reported to be an all-time
record egg shipment.
Cabinet Changes
Ottawa,—A three-way Cabinet re-
alignment; including portfolio switches
but leaving the personnel of the Gov-
ernment uchaged, was anouced by
Prime Minister King.
Forcasting further changes later, the
prime minister disclosed these immed-
iate moves:
Rt, Hon. Louis St. Laurent, minister
of justice and external affairs, becomes
full-time external affairs minister.
Rt. Hon. J. L. ilsley, physically
wearied in the Finance Ministry after
onerous war-time service, takes over
the justice portfolio.
Hon. Douglas Abbott assumes the
Finance Ministry along whit his army-
navy defence portfolio,

labour organizations were not achiev-
ing the better conditions at which they

glo-Saxon world. industrial warfare
which threatens, theesupremacy of both
Government and laW. Such a threat
must be hurled :back and kept back or

weapon is being overworked," he said.
"There cannot be permitted any
abridgement of the right of ownership
of'fnoperty and access to same, except
by Statutes freely. enacted. These
things cannot be flouted by mobs. We
must not permit the right to work to
be limited by the Membership in any
particular organization. These rights
are fundamental antrunchallengeable.
Further, 'we cannot ntaintain our at-
ioal ecoomy if costs of production so
ascend as to compel selling• prites to
rise 'beyond the purchasing power of
domestic, and foreign markets."
Labour organizations; said Mr. Car-
lisle, were essential; and he paid a tri-
bute to: the International Ladies' Gar-
ment Workers -Union as exemplifying
co-operation between employer and
employee. Industry had- largely failed,
lie said, in not taking the lead in in-
dustrial relations, in ..not keeping its
employees ad the public well informed
of its plans, operations and financial

dustrial disputes he 'referred to' the
established courts, which were well fit-
ted to adjudicate fairly and disinterest-
