MONDAY, AUGUST 21st
TOWN OF WINGHAM
Synopsis of By-law No. 1146 1944 for borrowing the sum
of $15,00(1,09 on, the credit of the Municipality for a
grant to the Wingham General Hospital.
WHEREAS the Board of Directors of the Wingham General Hospital
having made an application to the Council of the Municipal Corporation of
the Town of Wingham for a grant of $15,000.00 to assist in financing the
erection of an extension to. the said Hospital, which is a non-profitable organ-
ization, and as the extension is urgently required, the Council of the said
Corporation has given its first and second reading to a By-law which, in part,
enacts that the sum of $16,000,00 shall be borrowed on the credit of the
Corporation and Debentures shall be issued therefor on the serial annual
instalment plan payable within ten years from the date when same shall be
issued and shall bear interest at the rate of three and one-half (31/2 %) per
cent per annum, payable yearly, which Debentures shall be redeemable, at
the option of the Corporation, either in whole or in part on any interest date
prior to maturity thereof.
During the currency of the Debentures there shall be raised annually
the sum of $1803,62 for the payment of principal and interest as set out in
the schedule hereunder, which sums shall be raised annually by a special
rate sufficient therefore over and above all other rates on all the rateable
property of the Municipality.
THAT approval of the passing of the By-law will be submitted to the
qualified electors for their assent by way of a question in the following form:
"Do you approve of the passing by the Council of a By-law to
provide for a Grant of $15,000,00 to the Wingham General
Hospital on a term for repayment of the Debentures not exceed-
ing ten years."

in the office of the Clerk at the Town Hall, Wingham,
By-law No. 1147 - 1944
A By-law to provide for taking the vote of the electors on the
question on a proposed By-law for -borrowing the sum of
$15,000.00 for the purpose of making a grant to the Wingham
General Hospital.
,WHEREAS Application having been made by the Board of Directors
of the Wingham Gen ral Hospital, to the Council of the Municipal Corpor-
ation of the Town of Wingham -.for a grant of $15,000.00 to assist in financing
the erection of an extension to the said Hospital:
AND WHEREAS it is desirable that a proposed By-law, which 'has
received its first and second reading, entitled- "A By-law for borrowing the
sum of $15,000.00 on the credit of the Municipality for a Grant to the Wing-
ham General Hospital" be submitted to' the qualified electors for their assent
in the form 9f a Question to be submitted, namely-
"Do 3You approve of the passing by the Council of a By-law

and it is expedient and necessary to pass this By-law for the purpose of en-
abling the electors to vote on the said question.
BE IT THEREFORE ENACTED by the Municipal Council of the
Corporation of the Town of Wingham as follows:
1. The vote of the electors of the Corporation of the Town of Wing-
ham shall be taken on the said question, as set out in the preamble, on the
twenty-first day of August, A.D., 1944 between the hours of nine o'clock in
the forenoon and five o'clock in the afternoon, at the following places by the
Deputy Returning Officers, namely: .
Ward No. 1, Polling-Subdivision No. 1-At James A. Haugh's Shoe
Repair Shop, Edgar Pattison, D.R.O.
Ward No. 2, Polling Sub-Division No. 2-At C. Bushfield's Implement
Shop, Jas. Murray, D.R.O.
Ward No. 3, Polling Sub-Division No. 3-At Town Hall, John Mc-
Donald, D.R.O.
Ward No. 4, Polling Sub-Division No. 4-At C. Templeman's Store,
Thos. Garrett, D.R.O.
Ward No. 5, Polling Sub-Division No. 5-At H. P. Carmiohael's Store,
Geo. Carr, D.RO.
2, On the fourteenth day of August, A.D., 1944, at the hour of 10
o'clock in the forenoon, the head of the Council or member of it appointed for.
that purpose -by resolution, shall attend at the Town Hall in the said Munici-
pality for the purpose of appointing and, if required so to do, 'shall appoint,
by writing signed by him, two persons to attend at the final summing up of
the votes by the Clerk and one person to attend at each polling place on behalf
of those interested in and desirous of promoting or voting in the affirmative
on the Question ana a like number on behalf of the persons interested in and
desirous of opposing, or voting in the negative on the Question.
3, On the twenty-second day of August, A.D., 1944 at the hour of 10
o'clock in the forenoon at the _Town Hull in the said Municipality, the Clerk
of the said Municipality shall attend and sum‘up the votes given in the affirm-

History on Huron Told at ,Institute
Mrs. A.R, DuVal, president of the
Wingham branch of the Women's
Institute was guest speaker at the His-
torical Research meeting of the Bel-
grave Women's Institute held at the
home of Mrs. C. Logan. Nine grand-
mothers of the community were hon-
oured guests and were presented with
a corsage of garden flowers by the
conveners of program, Mrs. Norman
Walsh and Mrs. Robert McCrea.
The president, Mrs. Earl Anderson,
conducted the meeting which opened
with singing and prayer. The minutes
of the last meeting were read by Mrs.
C. Procter, Mrs. J. M. Coultes gave
the financial report.
The roll call was responeded to by
naming a historic place in Morris or
Wawanosh.
The cemetery flower bed was dis-
cussed and it was decided to continue
planting annual flowers in addition to
the perennials already there. A com-
mittee was formed to gather and com-
pile the history of the community.
Mrs. DuVal brought greetings from
the Wingham branch and in her ad-
dress gave the early history of Huron
County, then known as Huronia. Later
in the meeting, Mrs. DuVal upon re-
quest read one of -her own poems,
"Reverie of a Soldier." A hearty vote
of thanks was extended Mrs. DuVal
Readings were given by Mrs. A.
Vincent and Mrs. H. Wheeler.
The meeting closed with the Insti-
tute Ode after which lunch was served
by the hostess and committee, Mrs, N,
Walsh, Mrs. J. ,Michie and Mrs.
Anderson.

The Belgrave Red Cross Society
packed the following shipment of knit-
ted comforts for the Army, Navy and

pair gloves, 23 toe caps, 20 pair socks,
15 helmets, 10 V neck Sweaters, 5 tur-
tle neck sweaters.
!Viz, and Mrs, Allert of Wind-
tor, have been spending the past week
With their daughter, Mrs. Thomas
Smith. Frio to leaving for home Mr,
lor. She was born at Westfield 67
years ago and has been a life long
resident of this community in which
she has taken an active part when
health permitted, being a Sunday
School teacher, choir leader and org-
anist of the 'Westfield church for a
number of years of which she was a
life long member.
For the past year" Mrs. McDowell,
was in failing health and while her
demise was' not unexpected neverthe-
less it came a a decided shock to her
family and friends.
Flowers not thorns, sunshine not
shadows did she scatter everywhere,
Truth was the inspiration of her life
and by kindness she exemplified its
great worth. Among us she ranked
a woman of culture, refinement,sym-
pathy and a kind neighbour, a devoted
mother and 'true friend.
Mrs. McDowell was married March
4th., 1903, to her now bereft husband
and in. 1943 celebrated their 40th.

their loss, her husband, one son, Nor-
man and two grandchildren, and
Miss Mildred Thornton, who has made
her home with them for several years,
also scores of friends. Funeral ar-
range ments have not been made.
