',Stirling said he understood the planning department was short- staffed and extremely busy. "Is the work going to be kept up when we're short a planner?" asked Stirling. Planning director Gary Davidson said the county has an educational policy for its employees and that the planning board felt Penfold's request was valid,enough to warrant consider- ation, Davidson said the plan is to use a planning technician to keep things rolling along in the planning department "as best as possible".
