Until now the township, had scores of maps, charts, letters. and engineet 's reports indic'ating the size, location, type.and date of construction, of municipal. drains, The map work was organized through the Rural Development Outreach Program (RDOP) of the, university. Turnberry Reeve Pon .Eadie called the drain mapping "a great value to the council and the• ("Jerk" and noted that the map- ping and the filing system accompanying • it will make • it easier for council and township residents to make drainage decisions since the whole drain- age network can be viewed on one neap. The university students also produced a number of other maps identifying the soil capabilities of the township. the physiology of Tumberry • and . showing the wooded areas in the municipality. Though some of these maps arc similar to those produced by -the Huron County planning . depart- ment. 'Turnberry Conn. Doug Fortune said the. planning de- partment's maps arc kept in Goderich and not always available when needed. He told council lie is impressed with the students' work. Mr. Eadie told. council its $500 donation to the project was a good investment. "1 think possibly we've gotten our $500 worth a few times over," he said. Council members will receive the. students' - 100-page report which is presently being printed, but were given a brief' verbal report by the students. Council was warned that extensive wood- ed areas of the township should not be cleared and drained. Drainage of wet, swampy areas would increase soil erosion, re- duCC Wind protection and water retention and cause more severe wind damage and flooding. The swampy and wooded areas should also be preserved to save wildlife in the area, the students reported. One student noted that the soil in much of the swampy land in Turnberry wouldn't produce good crops even if it was cleared and drained. She added. there are no . J.E. Guelph professor D.W. Hoff- man, instructor for the class responsible for the mapping, told council the township's large sand and gravel supplies should be conserved because they allow surface water to sift down to, the water table and in the process the water is cleansed. Using a lot of sand and gravel combined with intensive farm drainage could affect the water supply in some areas, Mr. Hoffman warned. if drainage was allowed to become extremely efficient, he said, spring runoff would carry away most of the water which now keeps the Maitland River flowing in the summer.. If the water flow was reduced in the summer, municipalities along the river wouldn't have sufficient water to . dilute sewage, he said. This problem occurs in other water- sheds, he said, so - conservation authorities build large dams to maintain a store of water with. which' to flush the river systems. "Would that not just be robbing Peter to pay Paul?" Court. Brian McBurney asked. He noted that if' farmers drain. swamps to get more land in agricultural production the scheme might backfire if a huge reservoir •• was _ needed and hundreds of acres of farm land were flooded just tomaintain the flow of water' in dry periods. Mr. McBurney told the meet- ing he doesn't intend to drain any more of his land because of the environmental hazards and the work involved. "In a way, random drainage is just as greedy as development (of farm land ," he said. Council wastold that tlie drain- age mapping is accompanied by a complete filing system with in- formation ,on each drain. The information is all cross tiled and if there is a question about a drain the files identify the drain, give its location, tell whether .a map of it is available, who engineered the job, when it was built and whether the drainage report is available, As the students were preparing to return to Guelph, Mr. Eadie asked the group if Turnberry could have another project un- dertaken by a Guelph class. The township will contact Mr. Hoff- man in early September.
