Huron's director of education, John Cochrane explained that under law a fact finder is named if boards and teachers haven't settled salary contracts by September 1. He said the board's negotiating committee, under Cayley Hill of Goderich, has been meeting since January with negotiators for the elementary teachers, headed by David Bartlett of Wingham Public School and for the secondary teachers, headed by Clayton Murray of South Huron DHS in Exeter. Talks have been. stalled by the summer vacation and if contracts aren't settled in the spring, it's almost inevitable that a fact finder will be named in September, Mr. Cochrane said. Huron's elementary teachers had a fact finder last fall, while secondary scheol teachers settled before the September 1 deadline. The fact finder Prof. J.S. Samuels is expected to present a report within 30 days. The report 4 will set forth the positions of botli sides and may or may not make recommendations on settlement terms. The report will be presented to both parties. If there is still no agreement within 15 • days, or at the latest within 20 days, the report will be ttiade public.
