Drain by-laws given final
reading included No. 7 setting
special rates for tile drainage
loans and No. 9 covering repairs
to the Young municipal drain.
Council accepted a petition to
have a portion of the McCall drain
cleaned and named Robt. Grasby
is commissioner on the drain.
Council agreed to consider the
Pletch subdivision at a special
meeting on July 21 after Art
Clarke and Robert Campbell
discussed the matter on behalf of
Mr. and Mrs. S. Pletch.
In other business council
— gave final reading to By-Law
No. 8 which provides for
designation of through - roads
subject, to MTC approval.
— Approved payment of accounts

Education Minister Thomas
Wells announced the appoint-
ment of an independent
Commission , to study the
problems resulting from the
declining enrolment
Speaking to the Ontario Public
School Trustee's Association
annual meeting in Sarnia, Mr.
Wells said that the Commission
will be asked to adopt the sh-
ortest possible time-line for its
work.
The Commission he said, will
be expected to: hold public
meetings in all areas of the
Province, to receive comments
and suggestions about the issues:
to solicit briefs from all concerned
organizations and individuals, not
only from within the education
community but also from the
general public and -parents; to
take steps to inform the public
about the possible consequences
of the declining enrolment trend,
and the types of hard decisions
that may have to be made with
respect to our school system; to
prepare a report that will guide
the government and school
boards -- as well as other bodies
like teachers' federations, trustee
organizations, teach-Cr education
institutions and parents' groups --
as. to possible solutions and
long-term plans that will help
cope, in a socially and financially
responsible manner, with the
successive cycles of declining
enrolment that now appear to be a
permanent feature of Ontario
education. •
Mr. Wells said that the
Ministry had been warning school
boards for the past six years that
enrolments would drop and that
the boards would have to plan
very carefully throughout the
1970s. He said that there will be
significantly large fluctuations in
enrolment well into the next
century and that coping with the
consequences will be a
permanent task in the foreseeable
future.
More serious than the
administrative problems are the
human problems that are
involved -- such as no new
teachers with their youth, vigour
and enthusiasm joining the
system; how outlook and practice
could become ingrown and
stagnant if job security becomes a

sacrifice of specialized services
and programs; or the danger of
confrontation and hostility as
school boards and teachers'
