are treasured by inhabitants and
tourists alike for their rich
architectural .beauty. Niagara on
the Lake and Lower Town Quebec
City are good examples of
communities which embody this
spirit. In fact they are in danger of
being loved to death, he said.
In Huron County the
opportunity still exists for
communities to take stock fo their
heritage buildings and plan for
the protection of the areas which
embody' the character of the
community. Indeed, small
communities today have the 4
opportunity to become leaders in ,
the, field of conservation of the
urban fabric, the architect said.

The eighteenth century concept
of the ''Spirit of the. Place'" which
the Victorians applied vigorously
to their concept of community
planning has been in rapid
decline in Canada. The demiie of
the rich urban char acter of
Canadian, cities in particular is
clearly evident when today's
streetscapes are compared with
the same scenes of yesteryear, he
said.
A vivid illustration of this
decline of character was
accomplished by using the City of
Stratford as one example.
On one screen were 1900 views
of the city and on the other were
1975 views of the same scene. It
was a shock to witness the extent
to which the once beautiful
architecture in the business
district has been destroyed. At
the turn ofthe 'Century Ontario
Street offered the most splendid
vistas in Ontario. The tall
buildings made an impressive
mark on the 'flat landscape and
the Gordon Block, anchoring a
key position on the streetscape,
was of major visual importance.
The commercial buildings on
Wellington Street, all three
stories in . height and individua-
lized by their roof lines and
vigorous detailing, by
appearance, strengthened the
character of the Market Square
and its architecturally exhuberant
city hall. Today the visual impact
of Wellington St. has been
nullified by gaps and blight.
Looking up Erie Street, which
at one time was dominated by the
Strategically placed War
Memorial and the Thomas Fuller
Post Office; the eye today is
greeted by overhead signs and
roadway. The Post Office has
been demolished and the War
Memorial moved to another site.
This purposeful neglect and
waste of such a fine urban
heritage would indicate that the

Richardson, an architectural
historian with the University of
Toronto, is well-known in his field

The theme of Dr. Richardson's
lecture was urban planning issues
and heritage conservation.

among those receiving special
Wintario help to correct unsafe
conditions.
Culture and Recreation
Minister Robert Welch said a
grant up to $70,000 is to go to the
Seaforth Arena and Community
Hal, It is among five grants
announced in Huron County
today which have been approved
from the proceeds of the Ontario
Lottery. The grants total $75,166
with amounts ranging from
$70,000 to $110.
The Seaforth Arena and
Community Hall grant will be
used to assist in the costs of
renovations to the arena which
are required by the Ministry of
Labour for public safety. •
Mr, Welch said the grants are
part of the ongoing. Share
Wintario program for the support
of cultural and recr'eational
facilities.
To date in 1977, the ministry
has allotted $25.9 million to more
than 1,785 groups and projects
across the province.
A grant of $2,056 is to be made
to the Township of Hovvick to
assist in the costs of improve-
ments to the local arena including
the installation of a dehumidifier
and the construction of an
addition.
The Exeter Saddle Club is to
receive a grant up to $1,500
