Separate school costs
exceed. 1976. budget
Members of the Huron Perth
Roman Catholic Separate School
Board learned Monday night that
expenses for 1976 exceeded the
board's budget by$77,453 leaving
the board with an underlevy at
the end of the year of $17,709.
The actual total expenditure in
1976 was $4987,794, compared to
a budgetted figure of $3,910.341.
Superintendent of business and
finance Jack Lane explained that
the increase was almost entireley
caused by • extraordinary
expenses, an increase in
transportation costs of $68,196,
and an interest payment on a
debenture for the gym addition at
Kinkora school of $13,569, less a
decrease in capitol needed for the
Kinkora addition of $6,523, for a
total of $75,242. The net increase
in ordinary, day to day operating
expenses was only $2,211. Three
new buses, and an increase in bus
operators' contracts accounted for

music at Huronview
Two new residents were welcomed to the Home at
Monday's activities, Mrs. Augusta Powell and Ross Krueger.
Providing the old tyme music for dancing and the sing-a-long
were Marie Flynn, Lorne Lawson, . Norman Speir and Cecil
Skinner.
The residents enjoyed an hour of fine gospel music on Family
Night by the Alethia. This group of seven young people from the
'Exeter area areDave Rundle, Paul Sharrow, Mel Melick, Bill
Wells, Carolyn Nancy and David Perry. The audience had an
apportunity at the last part of the program to name their
favourite hymns and joined in a sing-song. Cecil Skinner thanked
the group on behalf of the residents.
Thirty members of the over 90 club met on Wednesday
afternoon and enjoyed a musical program. The Huronview
Orchestra played several old tyme numbers and led a sing-song
of Irish tunes. A vocal duet by Mrs. E. Henderson and Mrs. Cox,
and one by Cecil Skinner and Nelson Lear were appreciated by
the members and also the assistance of the Walkerburn
volunteers. Tea and cookies were served by the ladies.
Rev. Wittick of the Blyth United Church conducted the
quarterly communion service for all faiths in the Chapel. Mrs.
Rean accompanied at the organ and Mrs. Gordon McClinchey
sang two solo numbers. Mrs. Webster, an elder of the Blyth
Church assisted with the service.
The Clinton Christian Reform Church were in charge of •the
World Day of Prayer Service this year led by Mrs. Vanden Burg.
Mrs. Henderson accompanied for the hymns and the collection
which was taken will be given to Oxfam. It was received by
Gladys Stanlake and Ann Scott. Special musical numbers wre
given by Mrs. Weiringa, Mrs. Van Dyke and Mrs. Slotegraaf.
We are very happy to have added the name of Ed Zeale of
Clinton to our list of volunteers. The need for volunteer help at
the Home was brought to Ed's attention by the Huron Volunteer
Bureau. We would recommend that if anyone in the County
needs volunteer help or has some time to spare, please get in
touch with the Volunteer Bureau in Clinton.
Representatives appointed
Members of the Huron
County Council last Thursday
voted to uphold, the recommen-
dations of its Executive Commit-
tee in the matter of appointing
representatives to various boards
and committees for 1977.
Only two of the appointments,
that of Clarence Boyle of Exeter
to the South Huron Hospital
Board and J. F. Flannery to the
Children's Aid Society Board,
were actually new however.
The remainder represented a
move to return present
representatives to their posts,
with the exception of appoint-
ments involving the new Warden.
John Fischer of R.R.#1,
Bluevale will serve another term
as the County representative on
the Wingham and District
Board. E. Beecher Menzies of
Clinton was returned to his seat
on the Clinton Public Hospital
Board as was Gordon Rimmer to
the Seaforth Community Hospital
Board and Mrs. John Berry to the
Board of the Alexandra Marine
and General Hospital in
Goderich,

most of the transportation cost
increase.
The average daily enrolment
in the Huron Perth schoolswas
38.55 over the budgetted figure,
giving the boards more grant than
was expected. For pupil
expenditure in the system in 1976
was $1,080.12, $31.11 per pupil
under the grant ceiling.
Mr. Lane told trustees that the
cost of instruction was $17,955
below budget because of an Anti
-inflation Board roll back of
teacher's salaries.
The underlevy of $17,709 will
be reduced somewhat because.
the Ministry of Education is
adjusting information received
from municipal auditors on
payments that municipalities
receive in lieu of taxes on Ontario
Housing Corporation properties.
Mr. Lane • said he was able to
point out to the ministry some
errors in the municipal figures

Committee Chairman John Jewitt
and Executive Committee
Chairman W.I.Morley were
appointed to the Huron Historic
Jail Board. W.,G . Elston will
represent Huron on the Board of
the Victorian Order of Nurses.
The 1977 Goderich Airport
Committee will see County
representative Warden Doug
McNeil, and Property Committee
Chairman John Jewitt.
In addition to Reeve Flannery,
J. R. Hunking, Chairman of the
Social Services Committee,
Warden Doug McNeil, and J. F.
M acDonald were appointed to
the Board of the Children's Aid
Society.
James Mair of Brussels will
serve on the Board of Directors of
Conestoga College, Warden
McNeil on the Huron Center for
Children' 'and Youth, Donald
Eadie on the Huron Power Plant
Committee and the members of
the 1977 County Execu five
Committee were all appointed to
the Local Government Study
Committee.

and the saving to the board might
be as, much as $10,000. "We
should know the amount by the
end of March," he said.
The rest of the underlevy
results from a mechanical mistake
that the board made in reporting
its transporation expenditures to
the ministry.
There is no legislation that says
separate boards, unlike public
school ones who must collect
under levies and give back over
levies, can't stay in a underlevy
position, Mr. Lane said in answer
to a question from Stratford
trustee Ron Marcy. "We could
stay with an underlevy but it's not
a good idea." replied Mr. Marcy.
"Right. It's better to finance as
you go," Mr. Lane said.
Along with the cost of
instruction, administation costs,
capitol expenditures and non
operating expenditures were
under budget in 1976.
Transportation topped the list of
over budget expenses, followed
by plant operation and
maintenance ($17,318 over
budget), the debenture debt
charge, bank borrowing charge
($6,902 over budget) tuition fees
and computer services.'
The 1976 closing balance sheet
showed that instructional
supplies cost about $2000 under
budget, that business adminis-
tration expenses were about
$14,000 • over budget, including
$2,485. $485 over what was
budgeted for trustees' enter-
taining. The amount paid for the
board's annual Christmas party
and for an annual dinner dance
for all staff, teachers and their
spouses.
Plant operation was only about
$300 over budget and
maintenance contracts were
$1,148 over budget.
The board is meeting
Wednesday night at the board
office in Dublin to set the 1977
mill rate.
