HELEN GRUBB Blyth appoints new clerk-treasurer Helen Grubb of Cuiross town­ ship was appointed the new clerk-treasurer of the village of Blyth at the council meeting on Dec. 16. Mrs. Grubb was chosen from among 24 candidates for the position made vacant by the resignation of former clerk-trea­ surer Larry Walsh. Mrs. Grubb has been working part-time in the Cuiross township municipal office and has her Association of Municipal Clerk- Treasurers certificate as a quali­ fied municipal officer. At least until spring she will continue to reside in Cuiross township near Tees water-area. She has three children: Donald, 17; Trevor. 16 and Tammy, 14. She commences her duties January 1. Council wants most deserving to get help /' to t • » |^s£i//5 7 c. v C ' ' Council to meet with engineer over grant Blyth council will seek a meeting with its engineer early in the new year to discuss plans for its application to the provincial government’s new Pride program later that month. Art Clark of Maitland Engineer­ ing Service Ltd. in Wingham is currently doing preliminary work on the village’s application but councillors agreed to sit down with him as early in January as possible to discuss the application. Mr. Clark had assisted council through thcOntarioNeighbourhood Im­ provement Program but the Pride program requires that the village get involved in indepth improve- ents to specific areas of the village, not have the grant money put into smaller projects scattered here and there around the village. The concentrated nature of the program bothered councillor Lloyd Sippcl. Under the community improvement amendment to the village’s official plan, he said, he had understood the entire village had been designated as a commun­ ity improvement area but the Pride program insisted on projects for specific area. Councillor William Howson said he thought different areas of the village could still be aided by the program but that specific improve­ ment planswouldhave to be drawn upfor this area. That’s why, Reeve Albert Wasson said, he felt it was important to get Mr. Clark involv­ ed in the planning. In agreeingtosetup the meeting Councillor William Manning not­ ed, “You’re not talking peanuts, you’re talkingbig bucks. It’s worth the effort to set up the meeting’’. Blyth’s Ontario Home Renewal Program funds will receive a $40,000 transfusion in the new year and village councillors spent time Dec. 16 deciding how to make sure people who really needed the assistance would learn about it. The new funds, which council applied for and has received telephone confirmations, that they will be available, combines with funds presently in the fund to mean more than $47,000 will be available to people needing renovations to their homes. Councillor William Manning asked if council should advertise about the program. “How do people find out about it (the program)?’’ he asked. Councillor William Howson said when the program had first come into effect several years ago council had advertised its exis­ tence but in the last few years there have been more applications than there was money to be loaned out. With the new money available, he said, perhaps there should be some effort to inform people. Sometimes, Councillor Mann­ ing said, it seemed to be the people who were least justified in receiv­ ing help through such programs who found out about the program andgotthemoney while others, more in need, didn’t know help was available. Ann Nesbit, acting clerk-treasurer, assured him that if helookedatalistofallthepople who have been helped over the years, most of the people who have received assistance were people who most deserved it. In the long run, council decided to include a notice about the program and how to qualify in the next mailing of PUC bills.
