NOTICE RE: BLYTH LIONS NEW YEAR’S PARTY All ordered tickets are to be paid for by December 26 Blyth Village councillors agreed tolimiteddevelopmentof a new east-end housing development despite the fact future sewer service is still up in the air. Approached by a developer who wanted to sell his lots on Drum mond Street, east of the old railway right-of-way the council had held off a decision for a month to see what was involved. In providing a sewer connection for the develop ment near Ann Street, north of Dinsley Street. BurnsRossof B.M. Ross and Associates, the village’s engineer in sewer matters, had calculated it would cost $32,000 to extend the sewer trunk line to serve the area. Until there was sufficient development in the area however, it made little sense to build the line since property owners severed by the line will be charged for its construction and people with empty lots would not be happy paying for sewer construction. Councillor Tom Cronin suggest ed that permission be given for two or three houses in the 16-lot area to install their own septic tanks and weeping be ds for the time being with the understanding that when the sewer line was eventually put in, the homeowners wouldbe given one year to hook up to it. Reeve Albert Wasson reminded the councillors that when they agreed to open up the area they would also be responsible for other costs such as street maintenance and garbage collection. Eugene McAdam, village build ing inspector, told council “under the circumstances, I can see no alternative but to Eugene McAdam, village build ing inspector, told council “under the circumstances, I can see no alternative but to allow a weeping bed. ’’ Reeve Albert Wasson pointed outthat the applicant should be made aware of the provision that connection to the sewer system would be mandatory within one year of the system being installed and the landowners would have to pay the cost of the entire sewer project. “Down the road they are vulnerable,’’ he said. “1 don’t think any of us want to discourage growth but we have to be fair to all Chriaimaa joyful one and FROM THE COUNCIL AND STAFF OF The Village of Blyth and Blyth P.U.C. Its Christmas again! May yours be a your new year happy and prosperous! the people involved.” Council was concerned over who would be responsible for building the sewer line if it becomes necessary because of more growth in the area. The situation is muddied by the fact the Ministry of Environment operates the system but the village provides other services to lots. Mr. McAdam said he had been unable to get a satisfactory answer from the MOE’s London office as to how such a situation would be handled. He suggested council write to MOE to get a definitive answer as soon as possible. In the meantime, council agreed to allow property owners in the area to proceed to install their own systems.
