This, de­ spite the fact that in rural counties, like Huron, almost any major emergency is going to require the involvement and co-ordination of resources greater than those of the affected municipality. My primary task is to streamline and co-ordinate, with a plan and bylaw, the county’s response to a request for emergency involve­ ment by one of its municipalities. An extension of this task will be the job of encouraging and assisting municipalities in the development of their own plans: plans that not only bylaw the process of declaring an emergency, but delineate clear­ ly how an emergency would be directed and controlled. The last matter I would like to clarify regards the emergency plans of the Bruce Nuclear Power Development. The Bruce, contrary to what was implied in the article, has extensive emergency plans both for the power plant and the surrounding municipalities. My concern with the Bruce Nuclear Emergency Plan was that a portion of northern Huron County lies within the Secondary Zone (the area between 10and50kms. of the plant.) I, and perhaps many others, do not know what those living within this zone should do in response to an emergency occur­ ring at the Bruce site. It is to address questions such as these and many others that the process of developing contingency plans is directed. I would like in conclusion, to thank The Citizen for its interest in reporting on the Emergency Plan­ ning Process. The role that you play in generating concern and motivation among our elected officials to develop emergency plans for our county communities is a critical one that should not be underestimated. Realizing that the proposed site is in the airport proximity, we would like to assure you that you have our full co-operation in adjusting air traffic and airport operations to concur with the testing of the proposed industry’s products. Airports, in other communities with industry, have become really positive assets. We believe that working together with the Depart- mentof Transport, the Flying Club Pilots and Management, new Industry, and the Municipalities involved, the Brussels Airport could also become a real asset for future development. He has been receptive to new ideas and sugges­ tions, approachablefor advice, and supportive of programs. Dr. Cies- lar cared about the Health Unit staff he was responsible for and the people of Huron County he served as MOH. But most importantly, he performed his duties honestly and straightforwardly. We respect him for that and for what he tried to do for public health in Huron.
