More the drainage loans
By Murray Gaunt, M. p .
Wm. Newman, Minister of
Agriculture and Food, has
announced that the Government
will provide 18 million to
municipalities for tile drainage
loans in 1977-78. The interest rate
will remain the same as this year
at 6%.
The amount to be allocated to
each municipality will be
determined on a pro rata basis,
calculated oril , the amounts
borrowed , by each during the
previous three years.
Municipalities will be notifed
-.early in December of the exact
amount to be allocated to them.
Auto insurers in Ontario have
agreed to give the new driver a
chance to prove himself before he
is assessed with high insurance
premiums.
The new program, agreed to in
discussions with the Provincial
Government, will reduce
premiums by about 44% for new
drivers who take approved driver
education courses, and by about:
10% for those who do not.
The Ministry of thee
Environment estimates were
considered this week in
Committee, and were passed
after conisderable discussion.
This was the final estimate to be
approved for the fiscal year 1976- '

Centralia - College of
Agricultural Technology has
come up with an unusual
approach to its agricultural
structures course.
J. A. UnderWood, head of the'
college's agricultural engineering
department, puts students to
work constructing a farm
building.
Last fall, about 45 students
worked on a 26-foot by 16 - foot
storage shed. This year, 50
second-year students are working
on a 16-foot addition.

I led off for the Liberal Party in
the discussion, and I pointed out
that underpinning the industrial
advances in this province was a
cheap energy policy which has
been the cornerstone of our
development for the past thirty
years. That period has now
passed.
I suggested there were three
possible ways of alleviating the
problem:
(1) Reduce the use of
resources, and certainly this can
be done, because we in North
America are the most extravagant
and place the most demands on
otir resources of any people in the
world.
(2) Re-use products already
made.
(3) Recycle or reprocess
materials and waste._
This means that the key
strategy, in this province in the
next ten to fifteen years has to be
energy conservation coupled- with
management and recyling

Ontario is to continue as a highly
industrialized competitive ,
province.
I went on to point out that there

students;" said Mr. Underwood.
"We're just trying to give then}
same practical experience so they
will know the basics."
The experience will behelpful
to students when they begin
farming and have to deal with
building contractors.'
According to Mr. Underwood,
the program is popular with
second-year students at the
colt ege.Most of the approximately
50 students enrolled in the
agricultural business
management program have
selected the structures course as
an elective. •
the technology is available,
whereby garbage can In used to
produce methanol. This 'is not a
new concept, because the
Germans were running their. cars
on methanol prior to the second
world war, but the outbreak of the
war and the fact that oil w as so
cheap at that time and up until
1972 meant that everyone forgot
about the potential of this
technology. Cars can burn this
product with very little
adjustment to the carburetor and
manifold system. It can also be
used as a fuel source for tractors
and machinery.
I recommended to the Minister
that the Government should make
concerted attempts to deveflop
and refine this technology, not
only as a method by which we can
cope with much of our garbage,
but also as a method to produce
some, of our energy needs.

waste management and
