The service to childre n and adolescents in Huron County was planned after Dr. Gillian Dougherty of the children's mental health services in the ministry of health advised staff at GPH that $185,000 had been The Ontario Youth Secretariat, responsible for co-ordinating the provincial government's special $10.3 million summer employ- ment program, Ontario Exper- ience '76, is now extending the closing date for post secondary applicants. The final date for the receipt of post-secondary appliCations was originally advertised as Monday, April 5, 1976. However, in an effort to ensure that all the province's youth have ample opportunity to apply for one of the 7,800 positions offered by this program, the Experience '76 Co-ordination Unit will extend the closing date to Monday, April 12, 1976. The Secretariat believes the allowance of one extra week for post-secondary students to mail in their Experience '76 applica- tions is in the best interests of young people's needs, especially those living in some of the province's more remote areas. The service is primarily designed to provide , diagnostic services for children from infancy to 19 years of age in Huron County. The committee plans to consult closely with organizations already dealing with the age group to attempt to add to their programs and prevent a duplication of services. Some of the needs for a mental health service are counselling For this reason, the Youth Secretariat has directed all part- icipating Ministries to accept this later application deadline. services for both children and parents, special education facili- ties for children and specific learning disabilities, educational programs for child workers to enable them to recognize problems and provide some input into their diagnosis, group homes for children and shelter for children in emergency situations or crisis. The administrative problems faced by the steering committee begin with the establishment of a legal board to handle the paperwork involved in the program. They re also concerned with the location of their services, staffing patterns, space requirements and a delivery system. The Huron area is home for about 15,000 people in the infancy to 19 year old group. The program is entirely new to the county and according to Dr. Miller is the result of the GPH closing. He said the staff of GPH was working toward a community based service explaining that this program was both good and bad for mental health. He said the closing of the hospital removed any active treatment services in the community denying the children the opportunity to remain in their community if they need hospital care. he added, however, that the move into the public forum in community treatment was a step forward. The steering committee hopes to expand their membership in the future trying to attain a better balance between professionals and layment.. they are also seeking ideas from the community on how to provide mental health services for children and are seeking public support. The committee members are Joe Tokar, superintendent on the Huron-Perth Roman Catholic Separate School Board; Bruce Heath, director of the Huron ; County Children's Aid Society; Dr. Frank Mills, Huron county medical officer of health; Don Kenwell, superintendent of the Huron County Board of Education; Miss A.
