Hospital savings not proven

This week in theLegislature,
the two Opposition Leaders
participated in the debate on the
Speech from the Throne. Both
leaders strongly criticized the
Provincial Government,
particularly for the . policy of
arbitrarily closing down hospitals
in the Province. The Government
anticipated saving some 40 = 50
million a year by closing or
cutting back on hospital
expenditure. The Opposition
maintained that the Government
has not proved that the savings
claimed will in fact result from the
hospital closures, and .they are
being carried out with little'
Agriculture Minister Eugene
Whelen recently urged farmers to
apply now if they have money
coming to them from the
government's cow slaughter or
beef stabilization programs.
"I am concerned that some
producers who are eligible for
payments have not yet made
claims to the Agricultural
Stabilization Board," Mr. Whelan
said.
"I am extending the deadline
for claims under the two stabili-
zation programs to April 30, 1976,
and I urge eligible producers to..
get their claims in so they may be
considered for payments."
The cow slaughtee stabilization
program was in effect ftom
November 16, 074 to'. 'April 30,
1975, Producers who. sold cows
during that, period can claim a
payment of $5.08 per hundred-
weight (liveweight), on up to five
per cent of their, herd:.
The The beef . stabilization
program for the year August 12,
1974 to August 11, 1975; offers a
payment of 48 cents a hundred-
weight (liveweight) for all A, B,
and C quality cattle sold for
slaughter during that time.
Claim forms for both programs
are available from packing plants,
public stockyards, sales barns,
apparent concern for the impact
on the communities in which the
hospitals are located.. Based on
figures issued by the Ministry of
Health, instead of saving money
there is going to be a net loss of
$527,000 in the closing of
Goderich Psychiatric Hospital. It
was also mentioned that, if the
Province had held the private
medical laboratory industry to a
15% increase in its annual
billings to the Ontario 'Health
Insurance Plan, about 65 million
would have been saved, $35
million of it this year.
Both Opposition Leaders put
forward amendments to the
agricultural representatives, and
staff of Agriculture Canada's
Livestock Division 'across the
country.
Throne Speech criticising the
Government for lack of responsi-
bility in forcing school boards and
municipalities to increase
property taxes to home owners
and tenants, for lack of financial
responsibility generally, and for
the cutbacks on hospitals and
laboratories.
In view of the amendments it is
possible that an election may
result, although at the time of
writing that situation remain's
uncertain.
The Attorney General has
indicated that he does not think
there should be a public inquiry
into the, Ontario private lab
industry, if.. criminal charges
result from investigations into.

Ontario Health Insurance Plan
had been billed for tests on
patients which were in fact n' ever
carried out.

Select first
bike carefully
Selecting that first bicycle for a
child can be a problem, particu-
larly when there are so many
types to choose from. Here are
some tips to keep in mind from
the Ontario Safety League.
First, be sure that the bicycle
you are about to buy fits correctly.
Too many parents work on ;the
assumption that the child will
grow into the bike.This is a
dangerous practice.. For COinfOrt,
safety and easy handling, the bike
operator should. be able to touch
ground with the balls of both feet
while sitting on the Seat.
Make sure, too, that the child
can reach the hand grips without
stretching. The Ontario 8afety
League recommends coaster
brakes for children, rather' than
hand brakes. Coaster b rakes
simply require the operator to
pedal backward. Hand brakes'
