group is being organized in
part of Huron County to work
mprovements in the environ-
t for disabled people. Nine
ple met at the home of
ositor columnist Elaine
nshend near Bayfield March
to form a chapter of
a-Action League of
ically Handicapped Adults.
The meeting was opened by
Jim Hunsberger who is a commun
ity worker with Alpha in London.,
Alpha began about five years
ago and is now afiliated with the
March of Dimes. It consists of
Cost of putting the hydro
system back together again after
the havoc caused by the early
March rain, ice, -and wind storms;
will reach nearly $4 million.
Ontario Hydro's Western
Regional Manager
Bainbridge said in London that
even then permanent repairs will
take several more months to
complete, adding extra cost to the
total bill.
The damage occurred to five
hydro rural service areas covering
some 6,000 square miles;
"It's nearly impossible to fully
appreciate the scope of the
problems we faced, and the
herculean effort it took to fully
restore services," said Mr.
Bainbridge.
"About 75% of our customers
in the five most severely affected
areas were without power at one,
point; for many it was over a week TM
before restoration , was
abcomplished."!
Highlights of the damage are
as follows:
• 1570 hydro poles were broken

about 2,500 members , of which
50 perc,ent are disabled and 50
percent non-disabled. The group
is active in several fields
including'transportation, accessi-
bility to public- buildings and
recreation.
Mr. Hunsberger cited, two
legislative changes and
community improvements Alpha
has attained thus far in London.
One is an, enforceable building
by-law making it mandatory for
certain buildings to be accessible
to wheelchairs; the other is , a
pedestrian curb ramp policy to
on the rural system.
• 5214 miles of rural line (of a
total 6996 miles) were out.
• Over 700 men on out-of-town
crews increased, five local
area forces to nearly 1000
men, using some 400 trucks,
five helicopterS, and 38 off:,
road type vehicles.
• Over 30,000 trees .had to be
allow everyone the freedom to
independently cross a street.
The meeting was opened for
discussion on the organization of
a similar group in Central Huron
area. It was estimated- that 800
people would' be affected by such
a program.
A nucleus group was formed,
with Elaine Townshend named
president and additional officers
to be chosen in the near future.
The ultimate goal is to organize
people with mobility problems
complicated by architectural
barriers, to act to improve these
situations and to make the public
' cleared from lines.
• 16,350 line breaks were re,
paired on the conductors.
• 52,081 of a total of 70,081
customers had power oft',
many 'for an extensive
period:
• 315 tons of line hardware and
material (exclusive of wood
poles) were used.
more aware of the problems.
The main objectives include
transportation, public facilities
and curb ramps. It was pointed
out that many items required by
the disabled are useful to other
members of public as well. For
example, curb ramps are used not
only be wheelchairS but also by
shopping carts and baby buggies.
Once a, pattern is established,
curb ramps entail no greater
expense than the traditional seep.
Likewise, ramps into medical
facilities aid not only permanently
disabled 'patients but also people
with ittemporarily immobilizing
illnesses or broken limbs.
The immediate• tasks of the
nucleus group involve public
relations with municipal councils,
resource committees, senior
citizens and other members of the
public.
Anyone interested in attending
meetings or learning more about
the organization, should
telephone. Elaine Townshend at
482-3357.
A committee has been formed
to present a brief to Goderich
town council on April 5,
concerning this summer's
program of work on the sidewalks
around the Square.
Other members who can be
contacted by 'anyone who wants
more information are Herbert
Sootheran, Clinton, phone
482-7671 and Ed. Steegstra,
Goderich, 524,2369. The
group's next meeting will be held
Saturday, March 27 at 2 p.m. at
Elaine Townshend's house.
