Arthur Maloney, Q.C., The.
Ombudsman of Ontario, is
pleased to announce the
appOintment of Gilles Morin of,
Ottawa as. Director to head the
new department of Rural,
Agricultural and Municipal
Services within the Office of the
Ornbuddsman.
Mr. Morin, 44, will head the
staff members dealing with
municipalities, rural communities
and individuals, particularly in
the smaller• and more remote
centres Of the province.
Mr. Maloney, in a recent
appearance before the Municipal
Liaison Committee at Queen's
Park, Toronto, explained to
Committee Members that the
terms of his jurisdiction prohibit
him from representing individual
complaints ' in their personal
dealings with municipal
governmen!ts or agencies.
However, The Ombudsman
pointed out, under the terms of
The Ombudsman's Act of
Ontario, 1975, he and his Office
can and will, if requested,
represent and help municipalities
in their dealings with the higher
level of government.
The duties to be carried out by
Mr. Morin may not mean much to
larger centres such as Toronto,
Ottawa, Hamilton or Windsor,
Mr. Maloney added, but they can
be of immense importance and
assistance to the smaller
communities and centres of
Ontario which need "clout" •at---
Queen's Park.
Gilles Morin, born in the small
village of Dolbeau, Quebec -- near
Lac St. Jean, to the north of
Quebec City -- brings a wealth of
municipal and - financial
experience to his new position.
Since the early 1960's, he has
represented various investment
houses selling bonds and
debentures on behalf of the
smaller centres across north and
northwestern Ontario. "There
aren't many I haven't visited", he
says, "nor many in which I
haven't done business and made
good friends."
In the-field of Rural Services,
The Office of the Ombudsman has
received a number of complaints
having to deal with matters of
expropriation-.the extent of
expropriation ... and the
monetary, settlements made. Mr.
' Morin comes to
the Ombudsman's staff having
spent a full decade of his career
. dealing with individual farmers
and rural groups in financial
matters, and helping municipal
officials arrange debenture
issues.,
At present, Mr. Morin is
working as a 'sales representative
for the Great-West Life.

Mr. Morrin is married -- his
wife, Paula, is from the Hague,
The Netherlands -- and with their
two sons Eric and Nicholas" they
are currently living in Ottawa.
Mr. Morin will take up his
duties at the central office of The
Ombudsman, 65 Queen Street
West, in Toronto, on. February. 1.
