province, the authority can veto
certain types of new development
in flood-prone areas.

within the Maitland River's
floodplain.
The main criteria for
determining the extent to which a
river will flood in Southwestern
Ontario is the level to which that
river would have risen during
Hurricane Hazel in 1954.
Mr. Graul labelled Mr.
Bernier's position a "bombshell"
in face of protests from the
J3russels and Wroxeter residents.

Early seeding saves dollars,
for rainfall and heat units, a
ten-day planting period would
amount to a loss of 2,200 bushels
from the 200 acre plot, or $22.50
per acre. In the event of a poor
year, Dr. Daynard said, the ten
day planting period, .which could
extend into July, would mean
total disaster, or a loss Of 12,000
bushels from the 200 acres of
$120 per acre.
The speaker explained that
there is a greater variance with
barley for delayed planting. He
added that it is difficult to get the
maximum yield for barley under
the best conditions.
In order to get more planting
time the speaker's suggestion
was to_ plant a variety of crops,
inclusive of spring wheat and
white beans. Switching to a
minimum tillage system would
also save time.
