JOHN R. STURDY
Huron County Justice of the
Peace, John R. Sturdy died
suddenly in Goderich last Mon-
day. The 33 year-old man served
both the County of Huron and the
Province of Ontario from his
position.
Mr. Sturdy was the third
member of his family to hold the
post. His father, William Sturdy,
was county justice of the peace
until his death in 1956 when his
mother Olive Sturdy took over the
duties until her son's appoint-
ment in 1965.
Police officers from the Ontario
Provincial Police, and the
Goderich, Clinton, Seaforth,
Wingham and Exeter police
departments formed a special
honour guard at Mr. Study's
funeral.
Born in Goderich he is survived
by his wife Karen (Mallough)
Sturdy; children Jamey and
Stephen, both at home; brothers
Peter of Forest and Bill of
Stratford; and his mother.
He was a member of St.
George's Anglican Church, the
Goderich Kinsmen Club and the
Goderich Fire Department.
Funeral services were held
Thursday afternoon at St.
George's Anglican Church.
Interment followed in Colborne
Cemetery.

Ontario cabinet and it will then
become law.
Mr. Powell said the standard of
a regional storm is government
policy", and has been
government policy for several
years.

When Reeve Jack McCutcheon
asked about the possibility of
getting a lower criteria for
determining the flood plain, Mr.
Powell said: "The policy was
decided by the elected member of
the provincial house."
"Go see the people who made
it, don't throw rocks at us. That's
the regional storm definition,
that's the policy, it's our job to
carry it out."
"Your quarrel is not with the
Authority" but with the elected
officials in. Toronto, he said.
Mr. Powell said the, regional
storm level is al ready
government policy and is being
used • by other branches to
determine whether developments
go ahead.
He said it was a question of
whether it was done locally or by
bureaucrats in •Toronto.
If Brussels didn't have a map,
then either the province would
establish the flood level or require
a developer to do it, at his own
expense, when he sought
approval for a project.
Not Excited
Reeve McCutcheon said he
wasn't too excited because his
brother, George McCutcheon, a
provincial representative for the
Authority contacted the director
in Toronto who told him the
village would have time to protest
before the map was registered.
The reeve asked "We don't like
the size of the area, what can we
actually do about it?"
Lorne Murray, vice-chairman
of the MVCA, said there were a
number of things that can be done
and it really depends on the
particular town.
He said perhaps it could
increase the channel capacity of
the river by dredging or widening
it as long as there wasn't a back
up effect somewhere else.
Also people could flood proof
their homes, Mr. Murray said.
One way to flood proof would be
to stop putting windows in a
basement. This is being done in
Chatham and it gives homes that
extra foot of protection, he said.
BrusselS' appointee on the
MVCA, J. C. Krauter said he
knew that flood planning holds up
land severance.
Ele said it's those climatologists'
who predict the weather that he
hasn't faith in. He said in the last
200 years Main Street hasn't
flooded.
This may be true, he was told
but changes in Grey township
such as filling in their reservoir
could change the situation. For
that reason, there has to be an
authority with overall control, he
was told.
Piecemeal actions such as
building dams in one area will
only contribute to flooding in
other areas, one of the
representatives said.
Can't predict
No one can really predict when
it will flood and frequency can
not be determined because there
isn't a long record of stream flow
levels.
Mr. Powell said the hurricane
level is like insurance, and the
province picked that level of
protection for the area.
' Reeve McCutcheon said a
proposed subdivision in the
southeast corner of the village,
would halve several lots on the
flood plain.
This would mean a loss of
revenue to the village and will
mean other homeowners Will have
to carry more of the burden, he
said.
Part, of this subdivision is
shown on the flood plain map
sitting in three to five inches of
water.
One of the representatives from
the MVCA said it would be
"uneconomical to flood proof for
over three feet."
Mr. Powell said there was nc
place on the Maitland River
where it would be feasibile to
build a flood dam and to sell it
politically.
He said the town had two
routes. It can appeal to the
Ministry of Natural Resources or
have a study done.
fte said the province would pay
75 per cent of the cost of a study
that looks at ways to reduce the
flood plain.
The study would deal with what
could be done and' how much it
would cost to do it. If none of the
suggestions are economically
feasible then a special status
could be given to the town which
would allow it to rebuild on the
flood .plain.
Mr. Thomas ended the
question period with the
representatives from the MVCA
with the remark that obviously,
"the people here don't have the
authority to change the criteria."
A Wroxeter village trustee was
at the meeting and said': "The
flood plain mapping has
completely got out of hand. We
formed an organized first of this
week and drafted a letter,
presenting what the outcome will
be if it came to legislation."
The,only way to overcome this
legislation is "in force", he said.
Ian MacDonald, a Brussels
landowner made the motion to
establish an organization to fight
the legislation.
Reeve McCutcheon spoke
against forming such an
organization and recommended
that people go through the
process of having a study done.
After the meeting, he said he
didn't like "vigilante" tactics to
be used. "There is a process and
if we didn't like it after that, there
would be the time to oppose it,."
he said.
No one held up their hands to
oppose the formation of the
organization.
Elections
The meeting held elections for
a five-membered executive
committee. All members were
eleCted by acclamation.
Charlie Thomas was elected
chairman, Herb Stretton,
vice-chairman; Jim Cardiff,
Treasurer, Mary Lowe, Secretary
and Roy Cousins as the fifth
director.
Names suggested for the
organization ' included Save Us
From theMaitland, a pun on the
anti-pollution group called Save
the Maitland.
The meeting agreed to the
name "Brussels Flood Plain
Committee", hardly catchy but
expressive.
The purpose of the organization
is to mobilize public support. Mr.
Thomas said "I think people
showed solid support to get
government to change its
criteria."
Jim Ca,rdiff suggested that the
committee and organization try to
work with the village council.
Reeve McCutcheon said "This
is a "political football, we'll have
to wait and see what happens."
