OPP invesOgates accidents
Conservation Authorities like
all forms of local government are
rapidly losing local autonomies.
This past week Brussels Council
was informed by the Maitland
Valley Conservation Authority of
their flood plain mapping, which
shows a large portion of the
village including the main street
to be in the flood plain.
Development has been virtually
stopped in this area without a
public meeting or without the
O.K. of the council which is a
member of that Authority.
Portions of Grey and Morris
Townships are also affected
without their being informed or
asked to comment. On May 8, a
severence in Grey Township
adjacent to Brussels was delayed
indefinitely pending the flood
plain map becoming legal by
passage through the Legislature.
The flood plain map places all
land below 1120 feet above sea
level in the flood plain, which is
12 feet above the top of the
Brussels dam and one foot above
the Brussels bridge. A flood of
this proportion has never
occurred since the village was
built and there is no record of the
downton area ever being flooded.
I agree with the Conservation
Authority that it is possible to
have a disaster of this
magnitude in the future • but
highly unlikely. It is just as likely
that Brussels could be destroyed
by other natural disasters such as
Kindergarten through to grade

Central Home and School Asso-
ciation for paying a share of the
admission to the circus.

The pupils have started train-
earthquake, 200 M.P.H. winds or
fire. This kind of excessive
planning would seriously affect
the village plans for sew4rage, as
lots in much of the village could
not be built on and structure
destroyed by fire or demolition
could not be rebuilt. This would
affect all the property values in
this area and individual owners
would have a serious re-sale
problem. The village of Brussels
would lose a large part of its
assessment, making continuance
as a separate municipality very
difficult.
I believe the Conservation
Authority is abusing its legal
authority to impose sensible laws
which would save lives and
property in times of flood, The
present flood plain mapping is an
example of uninformed people
hiding behind academic degrees
and government authority to
produce laws which lack common
sense • and in the long run will
destroy the ' viability of the very
community that they propose to
protect.
I believe that the final authority
should rest with the people in
countries like ours, and perhsp
the time has come for the local
people of this area to organize
an orderly protest. A public
meeting to inform everyone about
the facts would be a useful way to
start. ,

Last Thursday and Friday,
Constable Wray from the
Goderich OPP Police Department
visited our school. He talked to us
about the safety of bicycles and
the thirteen safety rules that you
should obey. We enjoyed listen-
ing to him very much.
Recent investigations were
carried out by OPP officers at.
Wingbain Detachment include;
Five investigations with five
persons charged under the Liquor
Control. Act.
Eleven charges laid with
twenty-four persons warned
under the Highway Traffic Act.
Twenty-eight other
investigations with two persons
charged under the Criminal. Code,
On Monday, May 5, Norman F.
Hamm of Sundridge and Robert
S. Mitchell of Beigrave were
involved in a collision on Highway
4, south of the Blyth. C.P.R.
X-ing. There were no injuries,
and damages were estimated at
$175.00.
On Friday, May 9, Morley B.
Brussels Royal Can. Legion
Branch #218 and Ladies Auxiliary
held a joint installation May 10.
The officers were installed by
Com, Harold Chambers and his
installing team of zone C 1.

On Friday, the 9th, a repre-
sentative from the Lands and
Forests came to the school. He
talked to us about pellet guns. He
told us that you have to have a
license to hunt. A lot of people
found out they were disobeying
the rules. He was very interest-
ing to listen to.

Mervin G. Kumm of ClirAton were
involved in a two-car collision on
Concession 5-6 at Sideroad 5,
Grey Township. There were no
injuries, and damages were
estimated at $300.00.
George F. Gilchrist of R.R.5,
Lucknow and Katherine J.
Rueger of R.R.4, Clinton were
involved in a collision on Highway
4 at' the Junction of Highway 86,
Turnberry Township. No O'ne was
injured. Total damages were
estimated at $550.00.
On Saturday, May 10, William

northbound on County Road 12,
north of Concession 10-11,
Howick Township when a horse
owned by Alvin Yoder of R.R.1,

Damages Damages to the Maier vehicle
were estimated at $150.00,
Douglas A. Johnston of
Wingham was involved in a single
car accident on Concession 10-11,
west of Sideroad 25.26, TurnberrY
Township when the vehicle he
was driving went off the north
side of the road and rolled over in
the north ditch. No one was
injured. Damages were estimated
at $500.00.
William 'C. Thomson of
Lucknow was injured when he
was involved in a single car
accident on Highway 4, south of
the Huron-Bruce County Line.
Damages to his vehicle were
estimated at $1000.00.

Health unit lays charge
A Brussels area man is
scheduled to appear in provincial
court in Wingham May 12 on a
charge of emptying his 1,000-gal-
lon sewage tank truck along a
rural road about two miles south
of Brussels.
" Louis Blake of R.R.2, Brussels,
was charged by the Huron County
health unit under the Envirori-
merit Protection Act.
Public Health inspector Jim
McCaul said the charges result
from a stakeout along Con. 14 of
Grey Township by Wingham pro-
vincial police detachment and
health unit staff.
Mr. McCaul said it is the first
'such charge laid in the county .
Conviction under the act provides
for a maximum fine of $1,000. ,
