Snowmobileis must
get owner's O.K.
The ,Ontario Government, will
introduce amendments to the
Motorized Snow Vehicles. Act
dealing with trespass and liability
to protect the rights of farmers
and other property owners,
during this session of the
legislature.

the. recent Suprerne,Court ruling
which awarded $30,000 to a
snowmobiler injured in an
accident on the property of
Falconbridge Nickel Mines Ltd.,
Sudbury.
snowmobiler will be required to
obtain written permission from
the owner or occupier of private
property before he enters that
property:Upon the request of the
property owner or occupier, the
snowmobile operator will be
required to stop, identify himself
and produce his licence, as well
as written permission to cross the
property. The Crown will assume
responsibility . for investigation
and prosecution, after a'
complaint of trespass is made.
Allan Grossman, provincial
secretary for Resources
Development, said the new
legislation will ensure' that the'
property owner or tenant is not
liable for injury to a snowmobiler
who is a trespasser or doesnt have
written permission to be on the
property. The property owner
would be liable though, if the
owner or occupier wilfully or
manliciously intended harm.
Mr. Grossman also announced
that the Ontario Government will
establish an extensive network of
recreational trails throughout the

Mr, Grossman told the
Legislature that "the government
will also establish a trails council
to assist in. the complete
development. of a trails system.
This council will consist of
representatives from various
recreational organizations,
outdoor sport groups,
conservationists,. farmers and
interested bodies. The council
will be asked to make proposals
on how it believes our trails policy
should be embodied in
appropriate legislation,"
The Ministry of Natural
Resources, through its 48 district
offices,, is now drawing up a
complete inventory of existing
snowmobile trails throughout
Ontario. The Ministry will map
trail routes and, during the
winter, will identify and help
maintain such routes by packing
the snow with grooming
machines.
Mr. Grossman hopes
snomobile clubs will assist the
ministry.
"We actively seek their co-
operation and I invite interested
groups to contact the nearest
district office of the Ministry.
Once the trails council has been
appointed and has had an
opportunity to make further
recommendations, appropriate
omnibus legislation will be
brought before this house to
refine and expand the complete
trails program", he said.

Lead may pollute childrens' dun
Swallowing chips of leaded
paint is not the only cause of lead
poisoning for children. Car
exhaust is also a culprit.
Lead concentrations in the
blood of more than 5,o00 children
were measured by a research
team. Comparisons were made
for children living close to a major
traffic street and those living
farther away.
The researchers found that
children living near a major traffic
street had much higher levels of
lead in their blood than those
living a block or more away. The
findings were reported in a recent
publication of the Aerican
Medical Association.
"Our findings not only indict
present automobile emissions,"
the report concluded, "but argue
for a realistic planning policy that
can effectively reduce these types
of emissions, or alternatively,
shunt heavy traffic away from
areas of high-population
density."
